ยงยุทธ บุราสิทธิ์Yongyuth Burasithมหาวิทยาลัยมหิดล. สถาบันวิจัยภาษาและวัฒนธรรมเอเชียมหาวิทยาลัยมหิดล. สถาบันวิจัยภาษาและวัฒนธรรมเพื่อพัฒนาชนบท2020-05-222020-05-222563-05-222552วารสารภาษาและวัฒนธรรม. ปีที่ 28, ฉบับที่ 2 (ก.ค.- ธ.ค. 2552), 89-115https://repository.li.mahidol.ac.th/handle/20.500.14594/55731บทความวิจัยเชิงคุณภาพชิ้นนี้ เขียนขึ้นเพื่อศึกษาถึงบทบาทของจังหวัดและองค์กรปกครองส่วนท้องถิ่นกับการสร้างความสัมพันธ์ชายแดนไทย-กัมพูชา โดยศึกษาจังหวัดตราด ซึ่งเป็นจังหวัดที่มีอาณาเขตติดต่อกับจังหวัดเกาะกง ประเทศกัมพูชา ที่มีประวัติความสัมพันธ์กันมาช้านาน โดยมีวัตถุประสงค์เพื่อศึกษาถึงปัจจัยที่ส่งผลต่อการสร้างความสัมพันธ์ ปัญหาอุปสรรคและข้อเสนอแนะในการสร้างความสัมพันธ์ที่ดีกับประเทศเพื่อนบ้าน ผลการศึกษาพบว่า นโยบายของประเทศและจังหวัด รวมทั้งผู้นำในระดับจังหวัดและท้องถิ่นมีการสร้างความสัมพันธ์อย่างต่อเนื่องกับผู้นำประเทศเพื่อนบ้าน ภาคประชาชนที่มีความเป็นเครือญาติและใกล้ชิดกันมาก่อน มีการสนับสนุนและช่วยเหลือจากภาคส่วนต่างๆ รวมทั้งการคมนาคม ที่สะดวก ด้านปัญหาพบว่า มีความไม่เข้าใจทางด้านภาษาและวัฒนธรรมของเจ้าหน้าที่ องค์กรปกครองส่วนท้องถิ่นยังไม่มีบทบาทและอำนาจหน้าที่โดยตรงในการสร้างเสริมความสัมพันธ์กับประเทศเพื่อนบ้าน ข้อเสนอแนะเจ้าหน้าที่ควรมีความรู้ภาษาและวัฒนธรรมของประเทศเพื่อนบ้านเป็นอย่างดี และควรมีการจัดตั้ง “คณะกรรมการชายแดนภาคประชาชน” เข้ามามีบทบาทร่วมกับภาครัฐThis paper reports results of a study on the role of both government and local organizations, in Trat province which shares the border with Cambodia’s Koh Kong, with regard to relationship-building between Thailand and Cambodia. The study focuses on 3 aspects: factors, problems and solutions involving relationship-building. The study found that the policies of Trat provincial government, government and local leadership, kinship relations among people in the border areas, third party partner support and transportation, are five factors that impact on relationship-building between Thailand and Cambodia. A lack of language and cultural understanding and no clear authority for local organizations regarding the Thai-Cambodia relationship are the two main problems found in relationship-building.
