อัจฉราพรรณ จรัสวัฒน์กฤษฎา เลิศสถิตไพโรจน์มหาวิทยาลัยมหิดล. คณะสังคมศาสตร์และมนุษยศาสตร์. ภาควิชาสังคมศาสตร์2019-05-132019-05-132562-05-132558วารสารสังคมศาสตร์บูรณาการ. ปีที่ 2, ฉบับที่ 2 (ก.ค.-ธ.ค. 2558), 11-322350-983xhttps://repository.li.mahidol.ac.th/handle/20.500.14594/43882การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาระดับสมรรถนะหลักและปัจจัย ที่มีความสัมพันธ์กับสมรรถนะหลักของเจ้าหน้าที่ตำรวจสังกัดกองบังคับการตำรวจ ท่องเที่ยว และเพื่อเสนอแนะแนวทางในการเตรียมพร้อมสู่ประชาคมเศรษฐกิจอาเซียน แก่เจ้าหน้าที่ตำรวจท่องเที่ยวตามหลักสมรรถนะ โดยกลุ่มตัวอย่างในการศึกษา ครั้งนี้ คือ เจ้าหน้าที่ตำรวจท่องเที่ยวสังกัดกองกำกับการ 1 และกองกำกับการ 6 จำนวน 233 คน ซึ่งได้จากวิธีเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ ได้แก่ ค่าอัตราส่วน ค่าเฉลี่ย และค่าส่วน เบี่ยงเบนมาตรฐาน การวิเคราะห์ความแปรปรวนทางเดียว (One-way ANOVA) และทดสอบค่าเฉลี่ยแตกต่างรายคู่โดยวิธี Scheffe ผลการศึกษาพบว่า ในภาพรวมระดับสมรรถนะหลักของเจ้าหน้าที่ตำรวจ ท่องเที่ยวอยู่ในระดับสูงที่สุด เมื่อพิจารณารายด้าน พบว่า ด้านจริยธรรม มีคะแนน เฉลี่ยสูงที่สุด รองลงมา คือ การทำงานเป็นทีม บริการที่ดี การมุ่งผลสัมฤทธิ์ และการ สั่งสมความเชี่ยวชาญทางวิชาชีพ ตามลำดับ ปัจจัยที่มีความสัมพันธ์กับสมรรถนะ หลักในการศึกษาครั้งนี้ ได้แก่ อายุ ระดับการศึกษา รายได้พิเศษ ระยะเวลารับ ราชการ ตำแหน่งปัจจุบัน ระยะเวลาดำรงตำแหน่งปัจจุบัน ทักษะทางภาษา และ ทักษะทางเทคโนโลยี โดยทุกตัวแปรทุกตัวมีความสัมพันธ์อย่างมีนัยสำคัญทางสถิติ ที่ระดับ 0.05 ข้อเสนอแนะในการเตรียมพร้อมสู่ประชาคมเศรษฐกิจอาเซียนแบ่งออกเป็น 3 ด้าน ได้แก่ ด้านภาษาและวัฒนธรรม ส่งเสริมทักษะทางภาษาของชาติสมาชิกใน อาเซียนเพิ่มเติมจากภาษาอังกฤษ ส่งเสริมการเรียนรู้วัฒนธรรมของประเทศต่าง ๆ เพื่อให้เกิดความเข้าใจกับประเทศเพื่อนบ้าน ด้านการอบรมเพิ่มเติม ศึกษาข้อมูลด้าน อาชญากรรมที่เกิดขึ้นบ่อยในประเทศสมาชิกอาเซียน จัดอบรมเกี่ยวกับกฎเกณฑ์ ระบบราชการ ข้อกฎหมายต่าง ๆ ที่บังคับใช้กับประชาคมเศรษฐกิจอาเซียน และ ด้านสวัสดิการ จัดเพิ่มกำลังพลให้เหมาะสมเพื่อรองรับจำนวนนักท่องเที่ยวที่เข้ามา ใช้บริการเพิ่มขึ้นในแต่ละพื้นที่ ปรับอัตราค่าตอบแทนให้สอดคล้องกับค่าครองชีพThis research aimed to study the level of core competencies and factors, which correlated with the core competencies of police officers of the Tourist Police Division and propose guidelines, for preparation to enter the ASEAN Economic Community, to tourist police officers according to the core competencies. The sample group for this research consisted of 233 tourist police officers of Division 1 and Division 6 selected by purposive sampling. The research tool was questionnaires. Statistics of analysis were mean and standard deviation. Relationships were tested by One-Way ANOVA and the Scheffe method was used for testing paired difference means. The research results showed that the level of the main competencies of tourist police officers was at the highest level. After considering each aspect, the researcher found that ethics had the highest mean, followed by teamwork, good service, achievement motivation, and accumulation of professional expertise, respectively. The factors correlating with the main competencies were age, education, additional income, working period, current position, working period in the current position, language skill, and technological skill. Statistical significance level of every variable was 0.05. Recommendations on the preparation to enter the ASEAN Economic Community were divided into three aspects as follows : 1. As for language and culture, apart from English, language skills of the ASEAN member countries should be promoted. And learning of the cultures of various countries should be promoted to bring about understanding on neighboring countries. 2) As for more training, there should be a study of the information on crime frequently occurring in the ASEAN member countries. And there should be the training in rules, the public sector systems, and various laws used in the ASEAN Economic Community. 3) As for the welfare, the number of staff should be suitably increased to sufficiently provide the services to more tourists in each area.
