This action research’s objective is meant to provide development model of “community college teachers’ professional learning community”: a case study of Phang-Nga Community College. The study found that the model consists of 4 elements as follows: (1) OPERATIONS: creating shared vision and goals, group development planning, knowledge sharing, development of teaching and learning management by peer assist and best practice learning, empowerment, reflection, and monitoring and evaluating. (2) PARTICIPANTS: teachers participate in all steps, executives support all aspects of operations. (3) SUCCESS EVALUATION: evaluate from group efficiency, and teaching and learning efficiency, and (4) RELEVANT FACTORS AND CONDITIONS: trust, organizational culture, working environment which facilitate the operation, and leadership promoting.
