(นโยบายสาธารณะและการจัดการภาครัฐ))--มหาวิทยาลัยมหิดล 2563https://repository.li.mahidol.ac.th/handle/123456789/91974นโยบายสาธารณะและการจัดการภาครัฐ (มหาวิทยาลัยมหิดล 2563)การศึกษาวิจัยเรื่อง ปัจจัยที่ส่งผลต่อความสำเร็จในการนำนโยบายยุติธรรมชุมชนไปปฏิบัติของเครือข่ายยุติธรรมชุมชน จังหวัดสตูล มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาระดับความสำเร็จของการปฏิบัติงานของเครือข่ายยุติธรรมชุมชน จังหวัดสตูล 2) เพื่อศึกษาปัจจัยที่ส่งผลต่อความสำเร็จในการนำนโยบายยุติธรรมชุมชนไปปฏิบัติของเครือข่ายยุติธรรมชุมชน จังหวัดสตูล และ 3) เพื่อหาข้อเสนอแนะเชิงนโยบายในการปรับปรุงการนำนโยบายยุติธรรมชุมชนไปปฏิบัติของเครือข่ายยุติธรรมชุมชน กลุ่มตัวอย่างคือ เครือข่ายยุติธรรมชุมชนในจังหวัดสตูล จำนวน 7 อำเภอ จำนวน 250 คน ใช้วิธีการวิจัยเชิงปริมาณซึ่งมีเครื่องมือในการเก็บรวบรวมข้อมูล คือ แบบสอบถาม การวิเคราะห์ข้อมูลเชิงปริมาณใช้สถิติค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน ค่าสัมประสิทธิ์สหสัมพันธ์ และการวิเคราะห์ การถดถอยพหุคูณแบบปกติ (Enter Multiple Regression) จากการศึกษาวิจัย พบว่า การปฏิบัติงานของเครือข่ายยุติธรรมชุมชนจังหวัดสตูล 5 ด้าน โดยภาพรวมอยู่ในระดับปานกลาง เรียงลำดับจากมากไปหาน้อย ดังนี้ 1) ด้านการจัดการความขัดแย้งของประชาชนด้วยการไกล่เกลี่ยประนอมข้อพิพาท 2) ด้านการรับเรื่องร้องเรียน ร้องทุกข์ และรับแจ้งเบาะแสการกระทำผิดกฎหมายต่าง ๆ ในชุมชน 3) ด้านการป้ องกันและควบคุมอาชญากรรมในชุมชน 4) ด้านการเยียวยาหรือเสริมพลังแก่เหยื่ออาชญากรรมและชุมชน และ 5) ด้านการรับผู้พ้นโทษหรือผู้ถูกคุมประพฤติกลับสู่ชุมชน ตามลำดับ ส่วนปัจจัยที่น่าจะส่งผลต่อความสำเร็จในการนำนโยบายยุติธรรมชุมชนไปปฏิบัติของเครือข่ายยุติธรรมชุมชน จังหวัดสตูล โดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้านเรียงลำดับจากมากไปหาน้อย ดังนี้ 1) ด้านบุคคลากร 2) ด้านโครงสร้างองค์การ 3) ด้านสถานที่ 4) ด้านงบประมาณและ 5) ด้านวัสดุอุปกรณ์และเครื่องมือเครื่องใช้ ตามลำดับ และพบว่า ตัวแปรทั้ง 5 ตัว มีส่วนร่วมกันพยากรณ์ความสำเร็จในการนำนโยบายยุติธรรมชุมชนไปปฏิบัติของเครือข่ายยุติธรรมชุมชน จังหวัดสตูล โดยปัจจัยด้านโครงสร้างองค์การ ปัจจัยด้านสถานที่ ปัจจัยด้านวัสดุอุปกรณ์และเครื่องมือเครื่องใช้ ส่งผลทางบวก ส่วนปัจจัยด้านบุคลากร ส่งผลทางด้านลบThis research aimed to 1) study the level of success of the operation of the community justice network of Satun Province, 2) study the factors affecting to the success of the implementation of the community justice policy of the community justice network of Satun Province, and 3) find recommendations of policy on improving implementation of community justice policies in the community justice network. The sample groups consisted of 250 community justice networks in Satun Province. The research tools were the questionnaires. The statistics used in this research were Frequency, Percentage, Means, and Standard deviation compared with the average criterion, correlation coefficient and analysis enter multiple regression. Research indicated the following results: The 5 aspects of Satun community justice network in general were at a moderate level. In descending order, they were 1) management of public conflicts through conciliation, 2) receiving complaints, grievances, and receiving clues, 3) commmunity crime prevention and control, 4) community crime and community remedies or empowerment, and 5) community involvement and probation. Factors that may have effects on the success of the implementation of the community justice policy of the Satun community justice network, in descending order, were as follows: 1) Personnel, 2) Organization structure, 3) Place, 4) Budget, and 5) Equipment and tools. It was found that all 5 variables affected the success of implementation of the community justice policy at a high level, and were involved in predicting the success of the implementation of community justice policies in the community justice network of Satun Province by the organizational structure factors and location factor.
