สิทธิศักดิ์ ไชยสุขกฤษณ์ รักชาติเจริญSitthisak ChaiyasukKrish Rugchatjaroen2025-05-162025-05-162568-05-162567วารสารสหศาสตร์. ปีที่ 24, ฉบับที่ 2 (ก.ค.-ธ.ค. 2567), 122-1381513-8429https://repository.li.mahidol.ac.th/handle/20.500.14594/110144บทความนี้มีวัตถุประสงค์เพื่อ (1) ศึกษา วิเคราะห์ และวิพากษ์แนวคิดร่วมสมัยในวงจรนโยบายสำหรับการประเมินผลนโยบายสาธารณะเพื่อรักษาวินัยการเงินการคลังของรัฐไทย และ (2) เสนอแนะเชิงนโยบายที่เกี่ยวข้องกับการรักษาวินัยการเงินการคลังของรัฐไทย จากสถานการณ์ของโลกที่เปลี่ยนแปลงไปส่งผลต่อการรักษาวินัยการเงินการคลังเป็นอย่างมาก ดังนั้น การประเมินผลนโยบายดังกล่าวจึงมีความจำเป็นอย่างยิ่ง ผลการศึกษาพบว่า (1) ในวงจรการกำหนดนโยบาย ปัจจัยความต้องการของเครือข่ายนโยบายมีความเกี่ยวข้องกับวัตถุประสงค์อย่างหลีกเลี่ยงไม่ได้ (2) การนำนโยบายไปปฏิบัติ ปัจจัยนำเข้าด้านงบประมาณส่งผลต่อประสิทธิภาพของผลผลิตนโยบาย (3) การประเมินผลนโยบาย การกำกับดูแลที่มุ่งเน้นการให้คำปรึกษาแนะนำและสร้างความสัมพันธ์อันดีกับเครือข่ายส่งผลต่อความคุ้มค่าในการส่งมอบบริการสาธารณะ สภาพแวดล้อมที่เปลี่ยนแปลงไปโดยเฉพาะการแพร่ระบาดของโรคโควิด-19 ส่งผลกระทบต่อประสิทธิผลของนโยบาย (ภาพรวมของการรักษาวินัยการเงินการคลังของรัฐ) และเกิดคำถามเกี่ยวกับความยั่งยืนทางการคลังโดยเฉพาะอย่างยิ่งด้านหนี้สาธารณะและการจัดหารายได้ และจากผลการศึกษาได้เสนอแนะเชิงนโยบายสำหรับรัฐไทย ดังนี้ (1) กำหนดนโยบายการคลังให้สอดคล้องกับนโยบายทางการเงิน (2) ดำเนินการสร้างนวัตกรรมจัดเก็บรายได้และระดมทุนสาธารณะ และ (3) ประเมินผลนโยบายเพื่อคาดการณ์อนาคตThis academic article is aim to provide a study, analyze, and critique contemporary concepts on an attempt to complete policy cycle. (1) For being succeeded of public policy evaluation, is to maintain the fiscal and financial discipline public sector in Thailand and, (2) to come up with a policy recommendation related to the fiscal and financial discipline on the public sectors in Thailand. Following on the world's changing situations on a massive economic and social problems, directly impact on maintaining fiscal and financial discipline. Therefore, Public Policy Evaluation is absolutely necessary. The study shows that, (1) Public Policy Formulation; Need factors of policy networks are closely related to objectives. (2) Public Policy Implementation; Budget inputs affect the efficiency of policy output. (3) Public Policy Evaluation; Governance that focuses on mentoring and building relationships with the policy network impacts the cost-effectiveness of delivering public services. Changing environment, especially the spread of COVID-19 affects the policy effectiveness (Aggregate Fiscal Discipline). And raises questions about fiscal sustainability, especially in terms of public debt and revenue.
