The willingness to pay approach is used for policy maker to consider with optimum fare structure of public transport as well as the optimum policy headway at the island. The direct customer survey with price scale on the questionnaire is used together with open-ended questions on the bottom of the questionnaire. The policy headway scenarios are added as stated preference, but based on current practice. The transport cost is also studied as revenue and cost are important in improving fare and policy headway, or as known frequency in inverse. The economics concept is used to analyzed this work. It is found that the primarily optimization between demand and supply for this study is the policy headway 60 minutes from every origin - destination pairs optimum fare and without waiting ferry arrival schedule.
