ทิพสุดา ด้วงนิยมThipsuda Duangniyomมหาวิทยาลัยมหิดล. คณะแพทยศาสตร์ศิริราชพยาบาล2021-05-072021-05-072564-05-072564วารสารกฎหมายสุขภาพและนโยบายสาธารณสุข. ปีที่ 7, ฉบับที่ 1 (ม.ค.-เม.ย. 2564), 139-1542697-6285 (Online)https://repository.li.mahidol.ac.th/handle/123456789/62126การศึกษานี้มีวัตถุประสงค์เพื่อ 1. ทบทวนวรรณกรรมระบบการบริการผู้ป่วยต่างชาติในต่างประเทศ 2. วิเคราะห์แนวทางการจัดเก็บค่ารักษาพยาบาลชาวต่างชาติ สำหรับสถานบริการภาครัฐ ตามประกาศของกรมสนับสนุนบริการสุขภาพ พ.ศ. 2561 ประเด็นต่าง ๆ ที่กำหนดในแนวทางการจัดเก็บค่ารักษาพยาบาลผู้ป่วยต่างชาติ มีความชัดเจนในเรื่องลำดับขั้นตอนการดำเนินงาน 10 เรื่องได้แก่ 1) ขั้นตอนการเบิกจ่ายจากกองทุนทดแทน ตาม พรบ. คุ้มครองผู้ประสบภัยจากรถ พ.ศ. 2535 2) ขั้นตอนการเบิกจ่ายจากประกันภัย ประเภท 1/2/3 3) ขั้นตอนการเบิกจ่ายค่าสินไหมทดแทนจากประกันภัยอุบัติเหตุเดินทางสำหรับธุรกิจนำเที่ยวและ มัคคุเทศก์ (4) ขั้นตอนการเบิกจ่ายจากกองทุนช่วยเหลือเยียวยานักท่องเที่ยวชาวต่างชาติ ตามระเบียบของกระทรวงการท่องเที่ยวและกีฬา 5) ขั้นตอนการเบิกจ่ายจากบริษัทประกันชีวิต/ประกันสุขภาพ 6) ขั้นตอนการเบิกจ่ายโดยเงินสด/บัตรเครดิต 7) ขั้นตอนการเบิกจ่ายจากกระทรวงการคลังว่าด้วยวิธีการเบิกจ่ายเงินสวัสดิการ เกี่ยวกับการรักษาพยาบาล พ.ศ.2553 8) ขั้นตอนการเบิกจ่ายจากกองทุนหลักประกันสุขภาพถ้วนหน้า 9) ขั้นตอนการเบิกจ่ายจากกองทุนประกันสังคม 10) ขั้นตอนการดำเนินการติดต่อสถานเอกอัครราชทูตต่างประเทศประจำประเทศไทยThe objectives of this study are: 1. to review literature of foreign patients’ service systems in foreign countries; 2. to analyze how government health centers in Thailand collect health service fees from foreign patients, based on Health Service Support Department’s Announcement, B.E. 2561. The findings showed that 10 processes of health service fee collection from foreign patients are lucid. These processes include 1) Reimbursement Process from Workmen’s Compensation Fund in compliance with Road Accident Victims Protection.
