(นโยบายสาธารณะและการจัดการภาครัฐ))--มหาวิทยาลัยมหิดล 2562https://repository.li.mahidol.ac.th/handle/123456789/91934นโยบายสาธารณะและการจัดการภาครัฐ (มหาวิทยาลัยมหิดล 2562)การศึกษาวิจัยเรื่อง การประเมินผลการดำเนินงานของกองทุนยุติธรรม กระทรวงยุติธรรม มีวัตถุประสงค์ 2 ประการคือ 1.) เพื่อประเมินปัจจัยพื้นฐานด้านสภาวะแวดล้อม ปัจจัยนำเข้า กระบวนการปฏิบัติ และผลผลิตของการดำเนินงานกองทุนยุติธรรม กระทรวงยุติธรรม และ2.) เพื่อ ศึกษาปัญหาและอุปสรรคในการดำเนินงานของกองทุนยุติธรรม กระทรวงยุติธรรม โดยใช้แบบจำลอง CIPP Model ของ Stufflebeam มีระเบียบวิธีการวิจัยทั้งเชิงปริมาณและเชิงคุณภาพ โดยใช้แบบสอบถามและแบบสัมภาษณ์เชิงลึก เป็นเครื่องมือในการเก็บรวบรวมข้อมูล โดยมีกลุ่มตัวอย่างคือ เจ้าหน้าที่ หัวหน้ากลุ่มงานของ สำนักงานกองทุนยุติธรรม รวมถึงประชาชนผู้มาขอรับบริการจากกองทุน ผลการศึกษาพบว่า จากการประเมินปัจจัยพื้นฐานด้านสภาวะแวดล้อม ปัจจัยนำเข้ากระบวนการปฏิบัติ และผลผลิตของการดำเนินงานกองทุนยุติธรรม โดยปัจจัยพื้นฐานทั้ง 4 ด้านอยู่ใน ระดับสูงทั้งหมด และเมื่อพิจารณารายละเอียดในแต่ละด้านพบว่า แต่ละรายข้อต่างๆ มีผลอยู่ใน ระดับสูงทั้งหมดเช่นกัน และจากผลการศึกษาปัญหาและอุปสรรคในการดำเนินงานของกองทุน ยุติธรรม พบว่าปัจจุบันปัญหาหลักของกองทุนยุติธรรมคือ ปัญหาด้านกฎหมายบางประการจากการ บังคับใช้กฎหมายและปัญหาด้านการบูรณาการกับหน่วยงานที่เกี่ยวข้อง โดยทางกองทุนยุติธรรมเสนอให้มีการแก้ไขกฎหมายบางประการจากกองทุนยุติธรรม และส่งเสริมให้มีการสร้างความรับรู้ให้แก่ประชาชนThis research had the following 2 objectives : 1) To evaluate the fundamentals of the environment, inputs, process, and the productivity in the operations of the Justice Fund, and 2) To study the problems and obstacles in the operations of the Fund. The application of Context, Input, Process and Product (CIPP) Model of Stuffleblem was used. Both qualitative and quantitative methods were done using a questionnaire and in-depth interviews to collect data from samples consisting of Justice Fund officials and people who came for the services from Justice Fund, Ministry of Justice. Research findings indicated that the overall fundamentals of the environment, inputs, process, and the productivity in the operations of the Justice Fund, are at the high levels. And when considering details in each, it was found that each item has a high level of effect. To study the problems and obstacles in the operations of the Justice Fund, it was found that currently the main problems of the Justice Fund are, legal issues from law enforcement and integration with relevant agencies.
