With the rapid growth of technologies and internet broadband, accessing digital information has been becoming more economical and convenient. Therefore, knowing and having the information literacy skills are crucial, especially for students in the twenty-first century. Moreover, diagnostic systems, which have been used to analyze students' learning problems, are recognized as a significant tool to assist individual students in receiving their own guidance and improving the acquired skills. Consequently, this study developed a diagnostic system for diagnosing students' information literacy problems by applying a concept-effect propagation approach. Thirty-two undergraduate students were recruited to evaluate their perceptions toward the developed system.
