อาดัม นีละไพจิตรมหาวิทยาลัยมหิดล. วิทยาลัยราชสุดา2017-03-092017-03-092560-03-092557วารสารวิทยาลัยราชสุดาเพื่อการวิจัยและพัฒนาคนพิการ. ปีที่ 10, ฉบับที่ 13 (ม.ค.-ธ.ค. 2557), 126-1381686-6959https://repository.li.mahidol.ac.th/handle/123456789/1342บทความวิชาการนี้ มีวัตถุประสงค์เพื่อนำเสนอแนวคิดของการให้คำปรึกษาชุมชนเพื่อนำไปสู่รูปแบบของศูนย์บริการคนพิการซึ่งได้ถูกกำหนดขึ้น ตามพระราชบัญญัติส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการ พ.ศ. 2556 มาตรา 20/3 เพื่อทำให้ผู้ปฏิบัติงานมีกรอบแนวทางในการปฏิบัติหน้าที่ครอบคลุมถึงความต้องการของผู้พิการ ในขอบข่ายงาน 4 ด้านคือ 1.การให้บริการชุมชนทางตรง เป็นการให้ข้อมูลแก่ชุมชนเพื่อให้คนพิการได้มีความรู้ไปใช้ในการดำเนินชีวิต 2.การให้บริการผู้รับบริการทางตรง เป็นการยื่นมือให้ความช่วยเหลือต่อผู้พิการที่ประสบปัญหา 3.การให้บริการชุมชนทางอ้อม เป็นการเข้าไปมีส่วนร่วมเพื่อกำหนดนโยบายสาธารณะในชุมชน และ 4.การให้บริการผู้รับบริการทางอ้อม การเป็นที่ปรึกษาเพื่อสนับสนุนให้คนพิการยืนยันสิทธิตาม พระราชบัญญัติคนพิการThis article was aimed to propose a concept of a community counseling to be used as a model of service center for person with disability as it is stipulated by the Support and Improvement of Quality of Life of Person with Disability Act B.E. 2556 Article 20 / 3. The model provides workers with an operational framework to meet person which Disability needs.
