เสรี วรพงษ์Seree Woraphongมหาวิทยาลัยมหิดล. คณะสังคมศาสตร์และมนุษยศาสตร์2021-05-072021-05-072564-05-072563วารสารสังคมศาสตร์บูรณาการ. ปีที่ 7, ฉบับที่ 2 (ก.ค.-ธ.ค. 2563), 112-1282350-983xhttps://repository.li.mahidol.ac.th/handle/123456789/62062การวิจัยนี้ มีวัตถุประสงค์หลักเพื่อสร้างแนวทางความสำเร็จของโครงการฯ ตามแผนยุทธศาสตร์การพัฒนาจังหวัดสมุทรสาคร โดยมีวัตถุประสงค์รองคือเพื่อศึกษา สภาพแวดล้อมทั่วไปของพื้นที่ตามแผนยุทธศาสตร์ จังหวัดสมุทรสาคร และเพื่อประเมิน ผลความสำเร็จของโครงการฯ ตามแผนยุทธศาสตร์การพัฒนา จังหวัดสมุทรสาคร โดยใช้วิธีการเก็บข้อมูลจากกลุ่มตัวอย่างจาก 3 อำเภอ ซึ่งประกอบด้วยอำเภอเมือง อำเภอกระทุ่มแบน และอำเภอบ้านแพ้ว จำนวน 400 คน และสัมภาษณ์ผู้ดำเนินการ โครงการฯ ตามแผนยุทธศาสตร์ และผู้มีส่วนเกี่ยวข้อง จำนวน 10 คน ผลวิจัยพบว่าประชาชนที่ได้รับประโยชน์จากการดำเนินงานโครงการตาม แผนยุทธศาสตร์การพัฒนา ทั้ง 6 ด้านของจังหวัดสมุทรสาคร ในระดับความสำเร็จ ด้านคิดเห็นเกี่ยวกับความพึงพอใจต่อแผนการดำเนินงานทั้ง 6 ยุทธศาสตร์ พบว่า ส่วนมากมีความชื่นชอบต่อแผนการดำเนินงานทั้งหมดของยุทธศาสตร์การพัฒนา โดย เมื่อวัดระดับความสำเร็จของการดำเนินการโครงการฯ และประโยชน์ต่อประชาชน อยู่ ในระดับมากทั้ง 6 ยุทธศาสตร์ ค่าเฉลี่ยเท่ากับ 3.87 หรือร้อยละ 77.4 ของความพึงพอใจ ยุทธศาสตร์แต่ละด้านพบว่าพึงพอใจในระดับมากทุกด้าน ทำให้ผลการวิจัยครั้งแสดงถึง ความสำเร็จต่อการแผนการดำเนินการโครงการฯ ทั้งหมดทุกโครงการ และความสำเร็จ นี้จะนำผลความสำเร็จไปสู่การสร้างแนวทางความสำเร็จของโครงการฯ ได้ปีต่อ ๆ ไป ส่วนด้านแนวทางความสำเร็จของโครงการฯ จากการวิจัย พบว่า ผู้มีส่วนได้ ส่วนเสียประกอบด้วย ผู้นำชุมชน ผู้บริหารองค์กรปกครองท้องถิ่น, สมาชิกสภาองค์กร ชุมชน ภาคธุรกิจ/เอกชน หน่วยราชการ/รัฐวิสาหกิจ และ ประชาชน ต่อแผนการดำเนิน งานตามยุทธศาสตร์การพัฒนาของจังหวัดสมุทรสาคร ทั้ง 6 ด้าน จากการสัมภาษณ์ พบว่า แนวทางความสำเร็จ จะต้องถูกดำเนินการจากส่วนกลางตามนโยบายของจังหวัด คือ 1) การวางแผน โครงการให้สามารถช่วยเหลือและแก้ปัญหาเศรษฐกิจของประชาชน ได้อย่างเป็นรูปธรรม 2) การนำแผนที่ได้ไปสู่การปฏิบัติอย่างแท้จริงตามแนวนโยบาย เพื่อตอบสนองควมต้องการของประชาชนทุกโครงการ 3) เมื่อดำเนินการแล้วจะต้องมี การตรวจสอบการทำงานทุกขั้นตอนเพื่อความถูกต้อง เป็นธรรม และโปร่งใสในการ ปฏิบัติงาน 4) สามารถทำให้ประชาชนและผู้มีส่วนได้ส่วนเสีย ได้ทราบว่าจังหวัด สมุทรสาคร ได้มีโครงการพัฒนาและกิจกรรมของโครงการตามแผนพัฒนายุทธศาสตร์ ของจังหวัดด้านใดบ้าง และได้ให้แนวทางการพัฒนาเพิ่มเติมว่า จังหวัดสมุทรสาครควร ปรับปรุงแผนการดำเนินการในปีถัดไปให้มีประสิทธิภาพและเกิดประโยชน์กับประชาชน มากยิ่งขึ้น จากการประเมินผลความสำเร็จของโครงการทำให้ผู้วิจัยได้ทราบว่า ผลการ ดำเนินงานตามแผนยุทธศาสตร์ ทั้ง 6 ด้านของจังหวัดสมุทรสาคร สามารถตอบโจทย์ ความต้องการขั้นพื้นฐานของประชาชนในพื้นที่จังหวัดสมุทรสาครได้อย่างดีมากและเกิด ประสิทธิภาพความสำเร็จในด้านการบริหารงานโครงการทั้งหมด ในทุกด้านของการ พัฒนาจังหวัด โดยประเมินผลความสำเร็จจากความพอใจของประชาชนและคุณภาพ ชีวิตที่ดีของประชาชนต่อแผนยุทธศาสตร์ และแนวทางความสำเร็จของการดำเนินงาน ตามแผนยุทธศาสตร์นี้ จะสามารถนำไปสู่การพัฒนายุทธศาสตร์ในด้านอื่น ๆ ของจังหวัด สมุทรสาครอีกต่อไปThis research has the primary objective of creating an achievement approach of the project according to Samut Sakhon provincial strategic development plan. The secondary objective is to study the general environment of the area in accordance with Samut Sakhon provincial strategic development plan and to assess the achievement of the project according to Samut Sakhon provincial strategic development plan. Survey data were derived from 400 samples and interview data came from 10 persons involved. The research showed that people got the benefits from the project implementation of the project according to Samut Sakhon provincial strategic development plan in all 6 aspects. At the level of achievement in terms of satisfaction with 6 strategic plans, it was found that most of people in all 3 districts, consisting of Mueang District, Krathum Baen District and Amphoe Ban Phaeo had satisfied in all the operational plans of the development strategy in all 6 aspects. When measuring the achievement level of the project implementation, the satisfaction was at a high level in all 6 strategies, resulting in research results showing that the achievement of all project implementation plans can lead to the achievement of the in the following years. As for the achievement approach of the project, the research found that stakeholders include community leaders, administrators of local government organizations, community organization council members, business/private sector, government agencies/state enterprises and citizens towards the implementation plan in according to Samut Sakhon provincial strategic development plan in all 6 aspects. It was found from interviewing that approach must be implemented in accordance with the policy of the province, which the project is planning to be able to help and solve the economic problems of the people and bringing the plan into action in accordance with the policy in order to meet the needs of every project. Once it has been done, every step of the operation must be inspected for accuracy, fairness and transparency in operations and able to make people and stakeholders knew that what the development projects and project activities are in accordance with the provincial strategic development plan and also gave further development approach that Samut Sakhon province should improve the action plan in the next year to be more effective and more beneficial to the people.
