กมลพรรณ พันพึ่งมหาวิทยาลัยมหิดล. คณะสิ่งแวดล้อมและทรัพยากรศาสตร์2017-03-062017-03-062560-03-052548วารสารวิทยาลัยราชสุดา เพื่อการวิจัยและพัฒนาคนพิการ. ปีที่ 1 ฉบับที่ 1 (ม.ค.-มิ.ย. 2548), 1-171686-6959https://repository.li.mahidol.ac.th/handle/123456789/1314การศึกษาเรื่องบริการกู้ยืมเงินกองทุนฟื้นฟูสมรรถภาพคนพิการทำให้เห็นถึงวิถีชีวิตความเป็นอยู่ ตลอดจนความสัมพันธ์ของคนพิการกับคนรอบข้างในสังคม ผลกระทบที่เกิดขึ้นจากการกู้ยืมเงินฯ นอกจากจะส่งผลกระทบให้เกิดสวัสดิการกับตัวคนพิการแล้ว ยังส่งผลต่อสวัสดิการของชุมชนที่คนอยู่อาศัยในระดับต่างๆ คือสวัสดิการครอบครัว/ญาติ สวัสดิการกลุ่ม สวัสดิการชุมชนหมู่บ้าน/ตำบล บริการกองทุนฯ นับว่าเป็นบริการที่สามารถเข้าถึงกลุ่มคนที่มีความยากลำบากในสังคมได้ ซึ่งกลุ่มคนเหล่านี้มักถูกปฏิเสธจากแหล่งเงินกู้ยืมอื่น เพราะมีสถานะทางสังคมต่ำและมีเครือข่ายทางสังคมน้อย มักไม่ได้รับความเชื่อถือ นอกจากนี้นโยบายกองทุนฯ จะสำเร็จได้ต้องเกิดจากความร่วมมือกันของหลายฝ่าย หน่วยงานให้บริการของรัฐมีบทบาทสำคัญมากต่อการพัฒนาระบบการบริหารกองทุนฯ เพื่อให้สามารถตอบสนองต่อความต้องการของคนพิการมากขึ้น การมีส่วนร่วมของคนพิการในกระบวนการทั้งหมดจะสามารถช่วยปรับปรุงคุณภาพบริการได้The study of the Rehabilitation Fund's loan service reflects the way of life among people with disabilities and the relationships between the disabled and people around them. The impact of the service not only brings about welfare for disabled individuals, but also the welfare of others in their communities: families/relatives, community-based development groups and their communities in general. The service is considered to reach the disabled who face the most hardships in society. These people are normally denied other kinds of loan service because of their supposedly low credibility which derives from low social status and small social network. The Rehabilitation Fund's success depends on the support from stakeholders. Government service agencies play a significant role in improving the application of the Fund in response to the need of the disabled.
