ปัจจัยที่ส่งผลต่อการดำเนินงานด้านสุขภาพขององค์กรปกครองส่วนท้องถิ่น ในจังหวัดฉะเชิงเทรา

Abstract

การวิจัยนี้เป็นการวิจัยแบบผสมผสาน มีวัตถุ ประสงค์เพื่อศึกษาปัจจัยที่ส่งผลต่อการดำเนินงาน ทางด้านสุขภาพ และสังเคราะห์ข้อเสนอแนะเชิง นโยบายขององค์กรปกครองส่วนท้องถิ่นของจังหวัด ฉะเชิงเทรา เก็บข้อมูลเชิงปริมาณจากกลุ่มตัวอย่าง จำนวน 86 คน เก็บข้อมูลเชิงคุณภาพจากผู้ให้ข้อมูล คนสำคัญ จำนวน 9 คน วิเคราะห์ข้อมูลเชิงปริมาณ โดยการทดสอบค่าที การหาความแปรปรวนทางเดียว และการวิเคราะห์ถดถอยพหุคูณ วิเคราะห์ข้อมูลเชิง คุณภาพด้วยการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า ผลการดำเนินงานด้านสุขภาพในภาพรวมอยู่ในระดับสูง (X = 2.452, SD = .397) ปัจจัยที่ส่งผลและสามารถ พยากรณ์คะแนนการดำเนินงานด้านสุขภาพของ องค์กรปกครองส่วนท้องถิ่นอย่างมีนัยสำคัญทางสถิติ ที่ระดับ .05 ได้แก่ ประเภทหน่วยงาน คุณวุฒิของ บุคลากร และโครงสร้างภายในองค์กร ตัวแปรทั้งหมด สามารถร่วมกันพยากรณ์ผลการดำเนินงานด้านสุขภาพ ขององค์กรปกครองส่วนท้องถิ่นได้ ร้อยละ 56.60 (Adjusted R2 = 0.566, p < .001) ผลการสังเคราะห์ ข้อเสนอแนะเชิงนโยบาย สรุปได้ 4 ประเด็น ได้แก่ 1. การวางแผนบริหารอัตรากำลังคนในการรับผิดชอบ ดำเนินการทางด้านสุขภาพ 2. การพัฒนาความสามารถ บุคลากรที่มีอยู่และเสริมสร้างศักยภาพในการดำเนินงาน ด้านสุขภาพให้เกิดประสิทธิภาพสูงสุด 3. ส่งเสริม ให้เกิดเครือข่ายความร่วมมือการทำงานร่วมกับองค์กร อื่น ๆ ในการดำเนินงานด้านสุขภาพ และ 4. การ พัฒนาและปรับปรุงระเบียบ/กฎหมายให้บริหารงาน ได้อย่างมีประสิทธิภาพ

This study comprised a mixed method research design with the objectives to examine health operation, analyze factors affecting health operations, and synthesize policy-based suggestions of local administrative organizations in Chachoengsao Province. Quantitative data were collected from a questionnaire with 86 respondents while qualitative data were collected from indepth interviews with 9 key informants. Quantitative data were analyzed using T-test, One-Way ANOVA and multiple regression while qualitative data were analyzed using content analysis. The findings revealed that overall, health operations were at a high level (X = 2.452, SD = .397). Factors influencing and predicting health performance score of local administrative organizations with significance at .05 included type of sector, personnel qualification, and organizational structures. Such factors could be jointly employed to forecast overall health operations for 56.60% (Adjusted R2 = 0.566, p <.001). The results of policy-based suggestion synthesis could be summarized in four issues including 1) planning effective personnel management, 2) developing workforce and strengthening potential regarding health management, 3) promoting health services and developing networks to conduct strong operations and 4) developing and improving regulations/laws for effective work management and developing improved health operations of local administrative organizations.
