การพัฒนาระบบบริหารจัดการเอกสารสำนักงานอัตโนมัติ ด้านข่าวประกาศ ข้อมูลบุคลากร และแบบฟอร์มอิเล็กทรอนิกส์ สถาบันแห่งชาติเพื่อการพัฒนาเด็กและครอบครัว

Abstract

การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1. พัฒนาระบบบริหารจัดการเอกสารสำนักงานอัตโนมัติ ด้านข่าว ประกาศ ข้อมูลบุคลากร และแบบฟอร์มอิเล็กทรอนิกส์ และ 2. เพื่อประเมินประสิทธิภาพและความพึงพอใจ ของ ระบบบริหารจัดการเอกสารสำนักงานอัตโนมัติด้านข่าวประกาศ ข้อมูลบุคลากร และแบบฟอร์มอิเล็กทรอนิกส์ เป็นการวิจัยและพัฒนา โดยใช้หลักการของวงจรการพัฒนาระบบ (System Development Life Cycle: SDLC) พัฒนาด้วยระบบ MUSIS (Mahidol University Share Information Service System) ซึ่งพัฒนามาจากระบบ Microsoft SharePoint มีกลุ่มตัวอย่างเป็นบุคลากรที่ปฏิบัติงานภายในสถาบันแห่งชาติเพื่อการพัฒนาเด็กและ ครอบครัว จำนวน 30 คน โดยการเลือกแบบเฉพาะเจาะจง สถิติที่ใช้ในการวิเคราะห์ข้อมูลคือสถิติเชิงพรรณนา ได้แก่ ค่าร้อยละ ค่าความถี่ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน ผลการศึกษาพบว่า การพัฒนาระบบบริหาร จัดการเอกสารสำนักงานอัตโนมัติ ด้านข่าวประกาศ ข้อมูลบุคลากร และแบบฟอร์มอิเล็กทรอนิกส์ สถาบันแห่งชาติ เพื่อการพัฒนาเด็กและครอบครัว ในภาพรวมมีประสิทธิภาพอยู่ในระดับมาก (ค่าเฉลี่ยเท่ากับ 4.11) โดยเมื่อ พิจารณาประสิทธิภาพในแต่ละระบบโดยเรียงจากค่าเฉลี่ยในระดับมากไปหาน้อย พบว่า ระบบข้อมูลบุคลากร มี ประสิทธิภาพอยู่ในระดับสูงที่สุด (ค่าเฉลี่ยเท่ากับ 4.17) รองลงมา คือ แบบฟอร์มอิเล็กทรอนิกส์ และระบบข่าว ประกาศ (ค่าเฉลี่ย เท่ากับ 4.10 และ 4.07) นอกจากนี้ ผู้ใช้งานยังมีความพึงพอใจต่อระบบ ในภาพรวมอยู่ใน ระดับมาก (ค่าเฉลี่ยเท่ากับ 4.09) โดยเมื่อพิจารณาความพึงพอใจในแต่ละระบบโดยเรียงจากค่าเฉลี่ยในระดับมาก ไปหาน้อย พบว่า ผู้ใช้งานมีความพึงพอใจในระบบข่าวประกาศมากที่สุด (ค่าเฉลี่ยเท่ากับ 4.13) รองลงมา คือ ระบบข้อมูลบุคลากร และแบบฟอร์มอิเล็กทรอนิกส์ (ค่าเฉลี่ย เท่ากับ 4.10 และ 4.03)

This study analyzes the development of the Office Automatic Document Management System on News Announcement, Personal Information and Electronic Forms of the National Institute for Child and Family Development (NICFD) at Mahidol University and to evaluate the performance and satisfaction of this system. Moreover, this research was developed based on the principles of the System Development Life Cycle (SDLC) by Mahidol University Share Information Service System (MUSIS) and this system was developed from Microsoft Share Point. The subjects of this research were the staff working at the NICFD. A total of 30 persons were selected from the total by using specific criteria. In addition, the statistics used for the data analysis were descriptive statistics such as the percentage, frequency, average and standard deviation. The researchers found that overall, the performance of this system was rated at a high level with the average rating equal to 4.11. On the other hand, when the researchers considered the efficiency in each system by using the average from high to low, it showed that the personal information system stays at a high level with a rating equal to 4.17, followed by the electronic forms and news announcement system at 4.10 and 4.07 respectively. Moreover, the evaluation of the performance and satisfaction of the user was also at a high level, the average equal to 4.09. In addition, when the researchers considered the satisfaction of each system from the average, the results show that the users were most satisfied with the news announcement, with an average equal to 4.13, followed by personal information and electronic forms at 4.10 and 4.03 respectively.
