การเตรียมความพร้อมรับอุทกภัยของสำนักงานสาธารณสุขอำเภอในเขตสุขภาพที่ 1, 2, และ 3

Abstract

การเตรียมความพร้อมรับอุทกภัยมีความสำคัญ ต่อสุขภาพและคุณภาพชีวิตของประชาชน การวิจัย เชิงพรรณนานี้ มีวัตถุประสงค์เพื่อประเมินการเตรียม ความพร้อมรับอุทกภัย ของสำนักงานสาธารณสุขอำเภอ ในเขตสุขภาพที่ 1, 2 และ 3 ใช้แบบสอบถามเก็บข้อมูล จากผู้รับผิดชอบงานเตรียมความพร้อมรับอุทกภัย จำานวน 155 คน สถิติวิเคราะห์ใช้ Independent T-test และสัมประสิทธิ์สหสัมพันธ์ของเพียร์สัน ที่ระดับ สำาคัญทางสถิติ 0.05 ผลการวิจัยพบว่า การเตรียม ความพร้อมรับอุทกภัยของสำนักงานสาธารณสุขอำเภอ อยู่ในระดับดี (ร้อยละ 76.13) ความรู้ การรับรู้ ในการเตรียมความพร้อมรับอุทกภัย และการมีส่วนร่วม ของเครือข่ายในการเตรียมความพร้อมรับอุทกภัย อยู่ในระดับดี (ร้อยละ 90.3, 60.6, และ 63.2 ตามลำดับ) สำานักงานที่มีประสบการณ์ในการรับ อุทกภัยในรอบ 10 ปี 3 ครั้งขึ้นไป มีคะแนนเฉลี่ย การเตรียมความพร้อมรับอุทกภัยมากกว่าสำนักงาน ที่มีประสบการณ์น้อยกว่าหรือเท่ากับ 2 ครั้งอย่างมี นัยสำคัญทางสถิติ (p = 0.025) การมีส่วนร่วมของ หน่วยงานเครือข่ายในการเตรียมความพร้อมรับ อุทกภัยสัมพันธ์กับการเตรียมความพร้อมรับอุทกภัย (p = 0.003) ข้อเสนอแนะคือ ผู้บริหารเขตสุขภาพ ควรมีนโยบายจัดทำแผนและฝึกปฏิบัติการเตรียม ความพร้อมรับอุทกภัยร่วมกันระหว่างสำนักงาน สาธารณสุขอำเภอที่มีประสบการณ์น้อย (0-2 ครั้ง) กับสำนักงานที่มีประสบการณ์รับอุทกภัยตั้งแต่ 3 ครั้ง ขึ้นไป เพื่อให้สำนักงานสาธารณสุขทุกแห่งมีการเตรียม ความพร้อมในระดับดี

This descriptive research purpose aimed to survey flood preparedness of district health offi ces in health regions 1, 2, and 3. Respondents were chief health district offi cers. The sample comprised 155 offi ces. Data was collected by questionnaire and analyzed using descriptive statistics and statistical analysis was performed using percentage, average, standard deviation, independent t-test and Pearson’s correlation coefficient with level of statistical signifi cance set at 0.05. The results showed that the flood preparedness of the district health offices was good (76.13%). Knowledge of flood preparedness, perceptions of fl ood preparedness and participation in the preparedness of flooding were at good levels (90.32%, 60.6%, and 63.2%, respectively). Flooding experiences and preparedness in the regional health offi ces signifi cantly differed (p = 0.025). Knowledge of fl ood preparedness and perceptions of fl ood preparedness were not related to the preparedness of floods (p = 0.134 and 0.770, respectively). Participation in the preparedness of fl ooding was related to fl ood preparedness (p = 0.003). It was recommended that the district health officers should be working as a network to organize joint activities to promote participation and achieve sustainable engagement. The activities should cover defining roles and duties and flood preparedness planning.
