การพัฒนารูปแบบระบบงานบริการสนับสนุนสำหรับนักศึกษาพิการ วิทยาลัยราชสุดา

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อพัฒนารูปแบบระบบงานบริการสนับสนุนสำหรับนักศึกษาพิการ (Disability Support Services : DSS) ของวิทยาลัยราชสุดาให้มีรูปแบบระบบการจัดบริการ DSS ที่ชัดเจน สามารถเป็นต้นแบบให้กับมหาวิทยาลัยอื่นๆ ในการจัดตั้งงานบริการ DSS ได้ โดยศึกษารูปแบบการจัดบริการ DSS จากเอกสารและการศึกษาดูงานในต่างประเทศนำมาพัฒนาเป็นรูปแบบระบบการจัดบริการ DSS ของวิทยาลัยราชสุดา จากนั้นได้นำมาทดลองใช้จัดบริการให้กับนักศึกษาพิการวิทยาลัยราชสุดาในปีการศึกษา 2548 ภาคเรียนที่ 1 และ 2 และทำการประเมินผล ผลการศึกษาพบว่ารูปแบบระบบการจัดบริการที่พัฒนาขึ้นมีองค์ประกอบที่จำเป็น ได้แก่ การกำหนดพันธกิจ (Mission) ของวิทยาลัยราชสุดาในการจัดบริการ DSS มีการแต่งตั้งคณะกรรมการ DSS และกำหนดบทบาทหน้าที่อย่างชัดเจน มีการตั้งหน่วยบริการ DSS กลางและผู้ประสานงานกลาง รวมทั้งตั้งผู้ประสานงานประจำงานบริการต่างๆ ตามโครงสร้างของหน่วยงานและมีการจัดบริการที่สอดคล้องกับความต้องการจำเป็นของนักศึกษาพิการ ซึ่งทำให้การดำเนินงาน DSS ของวิทยาลัยราชสุดามีความชัดเจนและสะดวกมากยิ่งขึ้น เนื่องจากมีการกำหนดขั้นตอนการรับบริการและบทบาทหน้าที่ของนักศึกษาผู้รับบริการอย่างชัดเจน นักศึกษาพิการมีความพึงพอใจต่อระบบการจัดบริการ DSS และการให้บริการของเจ้าหน้าที่ทุกด้าน

This study aims to develop Disability Support Services :DSS of Ratchasuda College in order to have a distinct and systematic system, probably used as an example for other universities in setting up their DSS. The study is undertaken by virtue of documentary research and oversea field visits to establish possible DSS. Then, the proposed DSS was tried out with students with disabilities of Ratchasuda College in the first and second semesters in academic year 2005 and its effectiveness was measured. The findings are that the initiated DSS consists of missions of service provisions of DSS. DSS committee the central unit and focal point with clear responsibilities and structures, as well as coordinators from various sectors and the required services of students with disabilities. For the services procedure. It is also found that the students are satisfied with the service provisions and outstanding performance of the staffs in rendering services.
