ราชกิจจานุเบกษาเป็นหนังสือสำคัญของทางราชการ ที่พิมพ์เผยแพร่ประกาศ ข่าว
ตลอดจนข้อกำหนดกฎหมายต่างๆ ให้ประชาชนรับทราบโดยทั่วกัน โดยเฉพาะอย่างยิ่งการ
ประกาศใช้กฎหมายของประเทศจะต้องตีพิมพ์ในราชกิจจานุเบกษาก่อนจึงจะใช้บังคับได้
การตีพิมพ์กฎหมายในราชกิจจานุเบกษานี้ก็เพื่อประโยชน์ในการใช้บังคับ เป็นข้อมูลที่
ถูกต้องอ้างอิงได้ในทางนิติศาสตร์ และยังเป็นประโยชน์ในการศึกษาค้นคว้ากฎหมายไทย
ด้วย จากการศึกษาราชกิจจานุเบกษาสมัยพระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัวพบว่า
เมื่อจะประกาศกฎหมายให้ประชาชนทราบนั้นจะต้องอธิบายกฎหมายให้ชัดเจนเพื่อให้เข้าใจ
ได้ง่าย การอรรถาธิบายกฎหมายจึงมีวิธีการที่มีลักษณะเฉพาะ ได้แก่ การขยายความโดย
การอธิบายให้รายละเอียด การขยายความโดยยกตัวอย่างประกอบ และการขยายความ
โดยการบอกบทลงโทษหรือความผิดอันเกิดจากการกระทำนั้น การขยายความกฎหมายใน
ลักษณะดังกล่าวนี้ทำให้กฎหมายที่ประกาศใช้มีเนื้อความละเอียดและชัดเจน
The Royal Thai Government Gazette, or Government Gazette, is an important document of the government. It has been published as a medium for making news or laws known to the general public. In particular, for any law of the country to be legally enforced, it must be published in the Government Gazette. Information published in the Government Gazette must be accurate and can be cited lawfully so it is useful in terms of law enforcement as well as research on Thai laws. From the study of the Government Gazette during the rein of King Chulalongkorn, it is found that, in order to enforce laws, the laws must be elaborated so that they were easy for the people to understand. The elaboration was done by providing details, examples and penalties.
