Abstract

พระราชบัญญัติการป้องกันและแก้ไขปัญหาการตั้งครรภ์ในวัยรุ่น พ.ศ. 2559 ได้ให้ความหมายของ “วัยรุ่น” ว่า เป็นบุคคลอายุเกินสิบปีบริบูรณ์ แต่ยังไม่ถึงยี่สิบปีบริบูรณ์ ปัญหาการตั้งครรภ์ในวัยรุ่นของประเทศไทยส่งผลกระทบในทุกระดับ และปัญหาดังกล่าวมีความซับซ้อน ไม่อาจแก้ไขได้ด้วยอำนาจหน้าที่ของหน่วยงานใดหน่วยงานหนึ่ง จึงจำเป็นต้องสร้างกลไกในการกำหนดนโยบาย ยุทธศาสตร์และการดำเนินการร่วมกันของหน่วยงานที่เกี่ยวข้องทั้งหน่วยงานของรัฐ หน่วยงานของเอกชนและประชาสังคม กำหนดสิทธิของวัยรุ่นที่เกี่ยวข้องกับการได้รับข้อมูลความรู้และบริการอนามัยการเจริญพันธุ์ ที่ทุกภาคส่วนที่เกี่ยวข้องต้องดำเนินการตามกฎหมาย ซึ่งจะช่วยป้องกันและแก้ไขปัญหาการตั้งครรภ์ในวัยรุ่นอย่างบูรณาการ แต่อาจไม่สามารถแก้ไขในกลุ่มผู้หญิงที่มิใช่วัยรุ่น หน่วยงานที่เกี่ยวข้อง ได้แก่ สถานศึกษา สถานพยาบาล ราชการส่วนท้องถิ่น

This law was created to prevent and solve the problem of adolescent pregnancy. The definition of adolescent under this law is a person who has completed ten years of age but has not completed twenty years of age. This pregnancy problem in Thailand affects all levels and the problem is so complex that it cannot be solved by the authority of any single agency alone. Therefore, it is necessary to create a mechanism for setting policies, strategies and joint operations of relevant agencies, including government, private, and civil society. This law establishes the rights of adolescents having access to information, knowledge. and reproductive health services, that all relevant sectors must implement by law. Thus, preventing and solving the problem of adolescent pregnancy in a comprehensive way. But it may not include women in other age groups.
