Abstract

การใช้กฎหมายเพื่อควบคุมการแพร่ระบาดของยาสูบเป็นมาตรการหรือยาแรงที่สุด ประเทศ ไทยได้รับการยอมรับในระดับนานาชาติว่า มีมาตรการควบคุมการบริโภคยาสูบที่อยู่ในระดับดีมาก ประเทศหนึ่งการควบคุมการบริโภคยาสูบอย่างครอบคลุมต้องใช้หลายมาตรการควบคู่กัน ที่ผ่านมา ประเทศไทยใช้ทั้งมาตรการราคาและภาษีเพื่อลดความต้องการยาสูบและมาตรการที่ไม่ใช่ราคาที่จะลด อุปสงค์การบริโภคยาสูบ ได้แก่ การป้องกันจากการสัมผัสกับควันบุหรี่กฎหมายเกี่ยวกับสาระของ ผลิตภัณฑ์ยาสูบ กฎหมายเกี่ยวกับการเปิดเผยข้อมูลผลิตภัณฑ์ยาสูบ บรรจุภัณฑ์และการติดฉลาก ของผลิตภัณฑ์ยาสูบ การให้ความรู้และการสื่อสารโทษของยาสูบ การโฆษณายาสูบส่งเสริมการขาย และการให้การสนับสนุน และมาตรการลดความต้องการเกี่ยวกับการพึ่งพาบุหรี่และเลิกสูบ

Using legal measure to control tobacco epidemic is the best measure. Thailand has been recognized internationally as a country with good and effective tobacco control measures. To have a complete tobacco control requires integrated multiple measures. In the past, Thailand has implemented several measures; including pricing and taxation, to reduce demand for tobacco consumption and other non-price measures to reduce the demand for tobacco, such as consumer protection from exposure to tobacco smoke, ingredients, tobacco products control measure, education and communication on tobacco harmful health effects, tobacco advertising, sales promotion and sponsorship, demand reduction measures on tobacco dependence, and smoking cessation service.
