การรับรู้ของเจ้าหน้าที่สาธารณสุขในการปฏิบัติงานตามนโยบายสาธารณสุข

Abstract

การวิจัยนี้เป็นการวิจัยสำรวจ มุ่งประเมินการรับรู้ของเจ้าหน้าที่ที่ปฏิบัติงานด้านสาธารณสุขในภาค ตะวันออกเฉียงเหนือตอนบน การสำรวจดำเนินการในช่วงพฤษภาคม ถึงมิถุนายน พ.ศ. 2549 จากเจ้าหน้าที่ที่เข้าฝึกอบรมงานสาธารณสุข จังหวัดสกลนคร ผลการศึกษา พบว่า การรับรู้ด้านการสร้างเสริมสุขภาพมีความสำคัญสูงสุดใน 4 ด้านของงานสาธารณสุข ได้แก่ การรักษาโรค ป้องกันโรค ฟื้นฟู และสร้างเสริมสุขภาพ การรับรู้ของเจ้าหน้าที่ที่ปฏิบัติงานต่อการเข้าถึงบริการของประชาชน พบว่า รัฐควรจะดูแลประชาชนแต่ละกลุ่มและตามความสามารถในการจ่ายค่าบริการได้ จากการสำรวจเกี่ยวกับปัญหาสุขภาพหลักที่เจ้าหน้าที่สาธารณสุขพบมากในพื้นที่ ที่ปฏิบัติงานคือ พฤติกรรมการบริโภคอาหาร พฤติกรรมเสี่ยงทางเพศ การดื่มของมึนเมา โรคระบบกล้ามเนื้อ ไขข้อ ปวดกล้ามเนื้อจากการทำงานหนักในภาคเกษตรกรรม ทั้งนี้ เจ้าหน้าที่สาธารณสุขได้ให้ความสำคัญในประเด็นการให้ความรู้และการสื่อสารทางสุขภาพ โดยเน้นศักยภาพของบุคลากรทางสาธารณสุข ส่วนการรับรู้ของเจ้าหน้าที่ถึงเรื่องการมีส่วนร่วมของประชาชนยังมีอยู่ใน ระดับต่ำมาก มีองค์การประเภท NGOs ที่มีอยู่ในชุมชนจำนวนน้อย ภาครัฐจะต้องจัดการด้านทรัพยากรสาธารณสุขที่เหมาะสม มีความชัดเจนของการออกและบังคับใช้กฎหมาย การเข้าถึงทางสุขภาพของชุมชน This survey research was aimed at evaluating the health officer’s perception on practicing to the state policy relative to particularly in the upper northeastern region. Such research undertook between May to June 2006, finding that the public health officer’s perception on practicing with public health policy should be play the vital role in the four elements of public health work, that’s say: curative, preventive care, rehabilitation and health promotion. Moreover, referring to this survey, the state should take care of each group of people’s health, their ability to support medical treatment’s fees. Nevertheless, according to the study’s result, there were the problems on: the food hygiene, sexual risky behavior, and alcohol drinking including the problem on the muscle system, because of the people in the area’s hard working, particularly in the agricultural sector. Consequently, the health officers take more seriously into the point that their potentiality on good communication with the community, which the level of health officers’ perception on community’s public health participation remained very low and these were just a few organizations (such as NGOs) encouraging public health community. In conclusion, there should consider their community’s health determining socio-economic developments. The government should manage more effectively, accurately public health resources so as to be able to enact and enforce the law allowing the community to easily access to health equity among community.
