dc.description.abstractThe completed first phase of the project, "The Development of the Newly Recruited Civil Servants (New Type)", was evaluated using training evaluation methods in order to obtain the opinions and evaluate the degree of satisfaction of participants, acquire participants' opinions as to achievement of the program's objectives, and to solicit participants' opinions of the cost effectiveness and benefits of the project. An evaluative framework based on the work of Fieischman and Williams (1996) and Hart (2002) was developed in order to evaluate the process and outcomes. Moreover, Kirkpatrick's model (1959) was applied to evaluate the participants' reaction to the program. Findings showed that the module and training process suffered from certain weaknesses. Therefore, recommendations are given for future improvement. © EuroJournals Publishing, Inc. 2012.en_US
