แนวคิดและบทบาทพยาบาลในการเตรียมพร้อมรับภัยพิบัติ

Abstract

ภัยพิบัติมีแนวโน้มเพิ่มสูงขึ้นก่อให้เกิดความสูญเสียชีวิตและทรัพย์สินอย่างมหาศาล ทุกประเทศทั่วโลกต่างให้ความสนใจร่วมมือกันจัดทำแนวทางปฏิบัติเพื่อการจัดการภัยพิบัติโดย มีแนวคิด คือ การป้องกัน การลดความรุนแรง การเตรียมพร้อมรับ การรับสถานการณ์ฉุกเฉิน การฟื้นฟูสภาพ และการพัฒนาซึ่งแต่ละขั้นตอนประกอบด้วยการปฏิบัติที่เหมาะสมกับวงจรการ เกิดภัยพิบัติได้แก่ ระยะก่อนเกิด ขณะเกิด และหลังเกิดภัยพิบัติประเทศไทยประสบภัยพิบัติ ต่างๆมากมายและได้ถูกจัดอันดับให้เป็นประเทศที่มีพื้นที่เสี่ยงต่อการเกิดอุทกภัยดังนั้นพยาบาล ซึ่งเป็นหนึ่งในทีมสุขภาพที่มีบทบาทสำคัญในการเตรียมพร้อมรับภัยพิบัติควรได้รับการส่งเสริม ให้มีสมรรถนะด้านการพยาบาลในภาวะภัยพิบัติ4 ด้าน ได้แก่ การป้องกัน/การลดความรุนแรง การเตรียมพร้อมรับ การรับมือ/ตอบสนองต่อภัยพิบัติในทันทีและการพักฟื้น/ฟื้นฟูสภาพ เพื่อ ที่จะสามารถนำความรู้และทักษะมาประยุกต์ใช้ในสถานการณ์ภัยพิบัติได้โดยอาศัยความ ร่วมมือจากทุกภาคส่วน และเน้นชุมชนเป็นศูนย์กลางในการจัดการภัยพิบัติเพื่อลดผลกระทบที่ เกิดขึ้นและช่วยบุคคลและชุมชนให้ฟื้นตัวจากเหตุการณ์ที่เกิดขึ้นได้เร็วที่สุด

Natural and manmade disasters are increasing in frequency, causing immense death and loss of property. All countries worldwide are interested in working together to develop guidelines for disaster management that includes concepts of prevention, mitigation, preparedness, emergency response, and recovery and development. Each step consists of practices as appropriate for disaster cycle including pre-impact, impact, and post-impact phases. Thailand has experienced many disasters and has been ranked as a country with a high risk of flooding. Nurses are one of health team that plays a key role in disaster preparedness. Nurses should be encouraged to have disaster management competencies in four areas that includes prevention/mitigation, preparedness, response, and recovery/rehabilitation in order to apply knowledge and skills in a disaster situation with cooperation from all sectors, with an emphasis on community-centered approach to disaster management which aimes to reduce impact of disaster and help people and community recover from disaster situations as soon as possible.
