Abstract
This research assesses the effectiveness of budget allocations to prevent and remedy drug problems. The data includes Focus Group Discussion (FGD) and projects carried on, and by the peoples' organizations and foundations. Research methods employed are from the goal-attainment model, analysis of project contents, and the lessons learnt from the FGDs. The results of this research show that, in 2008, the average value of the soft budgets received by the samples demonstrates a high degree of distribution. The effectiveness measures show that the project's achievement in relation to objectives is 79.7 percent and the information from focus groups provides a similar result. On average, 73.89 percent of project's goals can be achieved. This research also found that there are several problems and obstacles associated with the implementation process.
