การประยุกต์ใช้แนวคิดการพัฒนาทุนมนุษย์: กรณีศึกษาสถาบันชีววิทยาศาสตร์โมเลกุล มหาวิทยาลัยมหิดล

Abstract

บทความทางวิชาการนี้มีวัตถุประสงค์เพื่อศึกษาการประยุกต์ใช้แนวคิดการพัฒนาทุนมนุษย์ของสถาบันชีววิทยาศาสตร์โมเลกุล ซึ่งสถาบันฯ ได้นำเอาแนวคิดการพัฒนาทุนมนุษย์ไปปรับใช้เป็นแนวทางที่ส่งเสริมให้เกิดการบรรลุขีดความสามารถอย่างเหมาะสม นำมาซึ่งจะกลไกสำคัญในการขับเคลื่อนให้ไปสู่องค์การชั้นนำด้านชีววิทยาศาสตร์โมเลกุลระดับโลก โดยเริ่มต้นจากการเล็งเห็นถึงความสำคัญและจำเป็นในการนำแนวคิดการพัฒนาทุนมนุษย์มาปรับใช้กับกรอบแนวคิดหลักในการพัฒนาบุคลากรทุกระดับ การเลือกใช้เครื่องมือในการพัฒนาบุคลากรอย่างเหมาะสม จนถึงแนวทางการพัฒนาบุคลากรตามแนวคิดพัฒนาทุนมนุษย์ของสถาบันฯ ที่ใช้ได้เป็นแผนดำเนินการนำมาปฏิบัติใช้จริง องค์การบรรลุขีดความสามารถที่กำหนดได้ โดยมองจากผลลัพธ์การดำเนินการของสถาบันฯ ที่ปรากฏขึ้นในปัจจุบันมีการเปลี่ยนแปลงไปในทิศทางที่ดีขึ้น กล่าวคือมีผลปฏิบัติงานของบุคลากรดีขึ้น สามารถดึงศักยภาพที่แฝงอยู่ภายในตัวบุคลากรนำมาใช้ให้เกิดประสิทธิภาพสอดคล้องกับเป้าหมายวิสัยทัศน์ของสถาบันฯได้ การมีทุนมนุษย์ที่เพิ่มมากขึ้นย่อมเป็นการเพิ่มคุณค่าและมูลค่าให้แก่องค์การ อย่างไรก็ตามยังมีเหตุปัจจัยในการพัฒนาบุคลากรที่ไม่อาจควบคุมได้ และสถาบันฯ ยังคงต้องลงทุนพัฒนามนุษย์อย่างต่อเนื่อง ให้มีความสามารถในการแข่งขันที่เหนือกว่าคู่แข่ง และสามารถพึ่งพาตนเองในระยะยาวได้อย่างมั่นคง มั่งคั่ง และยั่งยืน

This academic article aims to study the application of the human capital notion to developing personnel of the Institute of Molecular Biosciences (MB). The MB has adapted human capital development concepts into a framework that promotes the achievement of optimal potential. This will lead the institute to become a world-leading molecular biology organization by recognizing the importance of human capital development and integrating it into its core HR frameworks at all levels, the selection of appropriate HR development tools, and the implementation of the institution's human capital development approach into a practical action plan. The MBI has achieved its defined capabilities, as evidenced by the positive changes in the institution's current operations. That is, there has been an improvement in employee performance, and the potential inherent in employees can be utilized effectively to align with the institution's vision and goals. The accumulation of human capital enhances an organization's value and worth. However, there are uncontrollable factors influencing employee development. Therefore, the institution must continuously invest in human development to cultivate superior competitive capabilities and foster self-reliance for long-term stability, prosperity, and sustainability.
