Abstract

การขับเคลื่อนองค์กรสู่ความสำเร็จในโลกที่การเติบโตทางธุรกิจมีการแข่งขันทางด้านเทคโนโลยีสารสนเทศสูง ความสามารถและทักษะของบุคลากรในด้านเทคโนโลยีสารสนเทศจึงมีบทบาทสำคัญ การมุ่งเน้นให้บรรลุวัตถุประสงค์ขององค์กรจึงต้องมีการวางแผนการพัฒนาสมรรถนะของบุคลากรที่ออกแบบเป็นอย่างดี บทความนี้จะเน้นถึงขั้นตอนสำคัญที่เกี่ยวข้องในการจัดทำแผนงานพัฒนาสมรรถนะบุคลากรด้านเทคโนโลยีสารสนเทศเป็นรายบุคคล กรณีศึกษาแผนกเทคโนโลยีสารสนเทศ คณะแพทยศาสตร์ศิริราชพยาบาล เริ่มต้นด้วยการประเมินความต้องการหรือเป้าหมายขององค์กร การระบุช่องว่างของสมรรถนะและประเมินสมรรถนะ การกำหนดเป้าหมายการพัฒนาสมรรถนะบุคลากรที่ชัดเจนให้สอดคล้องกับเป้าหมายขององค์กร และมีการออกแบบแผนการฝึกอบรมและการพัฒนาที่เหมาะสม รวมถึงการเสริมศักยภาพบุคลากรในด้านเทคโนโลยีสารสนเทศด้วยทักษะและความรู้ที่จำเป็นเพื่อให้ทันต่อการรับมือภัยคุกคามและการโจมตีทางด้านไซเบอร์ที่รุนแรงมากขึ้น ตลอดจนถึงมีความรู้ความเข้าใจในการต้องปฏิบัติตามกฎหมายที่เกี่ยวข้องด้านระบบคอมพิวเตอร์และความมั่นคงปลอดภัยไซเบอร์ อย่างไรก็ดีการวางแผนพัฒนาสมรรถนะบุคลากรที่ดีช่วยพัฒนาทักษะและองค์ความรู้ใหม่ๆ ด้านเทคโนโลยีสารสนเทศให้กับบุคลากร บุคลากรที่ได้รับการพัฒนามีความก้าวหน้าในสายงาน องค์กรมีศักยภาพในการแข่งขันทางธุรกิจที่เพิ่มขึ้น การทำงานเป็นมาตรฐานในระดับสากล เพิ่มผลผลิต องค์กรมีการพัฒนาอย่างต่อเนื่อง และสามารถขับเคลื่อนสู่ความสำเร็จอย่างยั่งยืน

Driving organizations toward success in a competitive world and the era of digital disruption is challenging. It also requires competent information technology personnel to play an important role in this era. This also means that organizations that want to achieve their strategic objectives and goals must have a well-designed competency development plan for technology personnel. This article highlights the important steps in creating an individual competency development plan for personnel of Siriraj Information Technology Department, Faculty of Medicine Siriraj Hospital, Mahidol University. The process begins with assessing the organization's needs or goals; identifying competency gaps; evaluating employee competency; setting clear personnel competency development goals liking with the goals of the organization; and finally having appropriate training programs and human resource development plans. This will help the information technology personnel to have necessary skills and knowledge to cope with increasingly severe cyber threats and attacks nowadays. Furthermore, the information technology personnel will gain more understanding of laws and regulations related to current computer systems and cyber security. Finally, having an effective personnel competency development plan will help the information technology personnel progress in their careers. Ultimately, the organization overall will gain a competitive advantage and achieve long-term and sustainable success.
