ความสัมพันธ์ระหว่างปัจจัยการบริหารงานกับผลการดำเนินงานส่งเสริมสุขภาพ ของสถานีอนามัย ในจังหวัดนครปฐม

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาความสัมพันธ์ระหว่างปัจจัยการบริหารงาน กับผลการดำเนินงานส่งเสริมสุขภาพ ของสถานีอนามัย ในจังหวัดนครปฐม กลุ่มตัวอย่างได้แก่ บุคลากรหลักที่รับผิดชอบงานส่งเสริมสุขภาพในสถานีอนามัย จำนวน 133 คน เก็บข้อมูลโดยใช้แบบสอบถาม และนำมาวิเคราะห์ด้วยสถิติร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน t-test การวิเคราะห์หาค่า สัมประสิทธิ์สหสัมพันธ์แบบเพียร์สันและสถิติวิเคราะห์การจำแนกพหุ ผลการวิจัยพบว่า ผลการดำเนินงานส่งเสริมของสถานีอนามัยในภาพรวมอยู่ในระดับดีร้อยละ 59.4 ผลการดำเนินงานที่มีคะแนนสูงสุดคือ การควบคุมและป้องกันโรคไข้เลือดออก ร้อยละ 93.5 ในภาพรวมของความรู้ความสามารถของผู้ปฏิบัติงานส่งเสริมสุขภาพอยู่ในระดับต่ำ ร้อยละ 37.6 การจัดสรรทรัพยากรการเงินจากแหล่งต่างๆอยู่ในระดับต่ำ ร้อยละ 64.7 และการสนับสนุนทรัพยากร กายภาพอยู่ในระดับปานกลางร้อยละ 72.0 ด้านความพึงพอใจเกี่ยวกับการสนับสนุนทรัพยากรบุคคล ทรัพยากรการเงิน และทรัพยากรกายภาพอยู่ในระดับปานกลาง ร้อยละ 53.4, 55.6 และ 63.2 ตามลำดับ ด้านการบริหารงานส่งเสริมสุขภาพทั้ง 5 ด้านพบว่าผู้ปฏิบัติงานส่งเสริมสุขภาพได้ปฏิบัติ เกี่ยวกับการวางแผนสูงสุด (X=3.64+5.81) ส่วนการบริหารงานบุคคลปฏิบัติน้อยที่สุด (X=3.19+3.90) จำนวนเจ้าหน้าที่ในสถานีอนามัย และความรู้ความสามารถของผู้ร่วมงาน สามารถอธิบายความผันแปรของผลการดำเนินงานส่งเสริมสุขภาพได้ร้อยละ 10.2 ดังนั้นควรมีการพิจารณาจัดสรรอัตรากำลัง รวมทั้งการพัฒนาศักยภาพของบุคลากรและผู้ร่วมงานเกี่ยวกับงานส่งเสริมสุขภาพ เพื่อให้ผลการดำเนินงานมีประสิทธิภาพยิ่งขึ้น

This research aimed to study the relationship between administrative factors and effectiveness of health promotion services of health centers in Nakhon Pathom province. The sample consisted of 133 health promotion staff from all health centers in the province. A questionnaire was used to collect data. Statistical analysis was performed using percentage, mean, standard deviation, t - test, Pearson's Product Moment Correlation Coefficient and multiple regression. It was found that effectiveness of health promotion services of health center was good (59.4 %) with the highest score in dengue hemorrhagic fever prevention and control (93.5 %). Knowledge of health promotion staff related to the health promotion was low (37.6 %). The financial resources given to the health centers was also low (64.7 %) while physical resources was moderate (72.0 %). Satisfaction with human resources, financial resources, and physical resources was moderate (53.4 %, 55.6% and 63.2 % respectively). Regarding the administrative process, health promotion staff had the highest performance in planning and lowest performance in staffing. Multiple regression analysis showed that number of health center staff and knowledge on health promotion services of colleagues altogether could explain 10.2 % of variance in health promotion services. Findings suggested that an increase of manpower as well as knowledge and skill of health promotion staff is crucial to enhance the effectiveness of health promotion services.
