บทบาทของพยาบาลในการจัดการดูแลกลุ่มโรคไม่ติดต่อเรื้อรังระดับปฐมภูมิ ตามแนวคิดเป้าหมายการพัฒนาที่ยั่งยืน

Abstract

สถานการณ์ปัญหาสุขภาพของประชากรทั่วโลก มีแนวโน้มของอัตราการป่วยและตาย จากโรคไม่ติดต่อเรื้อรังเพิ่มขึ้นอย่างต่อเนื่อง องค์การสหประชาชาติได้ประกาศเป้าหมายการพัฒนา ที่ยั่งยืน ในปี พ.ศ. 2558 โดยมีวัตถุประสงค์เพื่อพัฒนางานด้านเศรษฐกิจ สังคม สุขภาพ และ นิเวศน์ของประชากรโลก ในประเทศไทยมีการพัฒนางานทุกด้านตามเป้าหมายการพัฒนาที่ยั่งยืน ในด้านสุขภาพ สามารถประยุกต์แผนปฏิบัติสำคัญระดับปฐมภูมิในการดูแลโรคไม่ติดต่อเรื้อรัง ในชุมชนที่มีแหล่งประโยชน์จำกัด ที่พัฒนาโดยองค์การอนามัยโลก พยาบาลที่ปฏิบัติงานในระดับ ปฐมภูมิจึงมีบทบาทสำคัญในการดูแลประชากรทุกกลุ่มวัยอย่างเป็นองค์รวมเริ่มตั้งแต่วัยเด็ก วัย ผู้ใหญ่และผ้สูงอายุ ผ่านบทบาทในการวางแผน การปฏิบัติการพยาบาลโดยใช้หลักฐานเชิงประจักษ์ การสร้างนวัตกรรม การจัดการรายกรณี และการประสานงาน โดยสร้างความร่วมมือและเครือข่าย ในชุมชน รวมทั้งการบริการวิชาการ โดยการอบรมและการเป็นพี่เลี้ยงการวจิ ัยเพื่อสร้างองค์ความ รู้ใหม่และเผยแพร่สู่ประชาชน ทั้งนี้เพื่อขับเคลื่อนงานระดับปฐมภูมิในการลดอัตราการเกิดโรค และภาวะแทรกซ้อนในกลุ่มโรคไม่ติดต่อเรื้อรังให้มีประสิทธิภาพ สู่เป้าหมายการพัฒนาที่ยั่งยืน

Trends of health situation worldwide continuously increase in mortality and morbidity caused by non-communicable diseases (NCDs). The United Nations released the Sustainable Development Goals (SDGs) in 2015 with an aim to develop economic, social, health, and ecology for global population. In Thailand, there are developments targeting SDGs. In health care, the health team can apply the Package of Essential Non- Communicable (PEN) Disease Intervention for Primary Health Care in Low-Resource Setting developed by World Health Organization. Nurses working in primary care settings, therefore, play major roles in provision of holistic care for all populations including children, adults, and older adults through their roles. These roles are planning, evidence-based nursing practice, innovation, case management, and coordination, including community engagement and networking. In addition, the nurses' roles include academic services consisting of training and coaching, research formulating new knowledge and disseminating information to the public aimed for mobilizing primary care to effectively decrease NCDs and complications toward sustainability.
