แนวทางการเป็นมหาวิทยาลัยสีเขียว เพื่อการพัฒนาอย่างยั่งยืนของสถาบันอุดมศึกษา

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา 1) การดำเนินการในการเป็นมหาวิทยาลัยสีเขียว ของมหาวิทยาลัยมหิดล ตามเกณฑ์การประเมิน UI GreenMetric 2) ปัญหาและอุปสรรค ในการเป็นมหาวิทยาลัยสีเขียว ของมหาวิทยาลัยมหิดล 3) ปัจจัยความสำเร็จ ในการเป็นมหาวิทยาลัยสีเขียว ของมหาวิทยาลัยมหิดล และ 4) เพื่อเสนอแนวทางการเป็นมหาวิทยาลัยสีเขียว เพื่อการพัฒนาอย่างยั่งยืนของสถาบันอุดมศึกษา ใช้การวิจัยเชิงคุณภาพด้วยสัมภาษณ์เชิงลึก และการสนทนากลุ่ม กับผู้ให้ข้อมูลหลัก 11 ราย ผลการวิจัยพบว่า การดำเนินการในการเป็นมหาวิทยาลัยสีเขียว ของมหาวิทยาลัยมหิดล มีการดำเนินงานที่สอดคล้องตามเกณฑ์การประเมิน UI GreenMetric ครบทั้ง 6 ด้าน ได้แก่ 1) การดำเนินการด้านสถานที่และโครงสร้างพื้นฐาน 2) การดำเนินการด้านพลังงานและการเปลี่ยนแปลงสภาพภูมิอากาศ 3) การดำเนินการด้านการจัดการของเสีย 4) การดำเนินการด้านการจัดการน้ำ 5) การดำเนินการด้านการขนส่ง และ 6) การดำเนินการด้านการศึกษาและวิจัย สำหรับปัญหาและอุปสรรคที่พบ ได้แก่ 1) การสร้างจิตสำนึกและการปรับเปลี่ยนพฤติกรรม 2) การจัดสรรงบประมาณไม่เป็นไปตามแผนที่วางไว้ 3) การจัดเก็บข้อมูลที่มีความหลากหลาย 4) ขาดการนำนวัตกรรมและเทคโนโลยีในการดำเนินการ และ 5) การสร้างความผูกพันกับชุมชน ด้านปัจจัยความสำเร็จ ได้แก่ 1) ผู้บริหารมีการกำหนดนโยบายที่ชัดเจน 2) การมีส่วนร่วมของทุกคน 3) การสื่อสารและถ่ายทอดข้อมูลอย่างมีประสิทธิผล 4) การรณรงค์และประชาสัมพันธ์ และ 5) การสร้างเครือข่ายกับมหาวิทยาลัยอื่น ในตอนท้ายผู้วิจัยยังได้สังเคราะห์และพัฒนาตัวแบบ U-GREEN เพื่อเป็นแนวทางในการพัฒนามหาวิทยาลัยสีเขียวที่ยั่งยืน ให้แก่สถาบันอุดมศึกษาต่าง ๆ

This research aimed to study 1) the operations of Mahidol University (MU) in becoming a green university according to the UI GreenMetric; 2) challenges and obstacles that hinder MU in becoming a green university; 3) success factors that contribute MU to be a green university; and 4) guidelines for higher education institutions in Thailand in transforming their institutions into a green instituton. This research was a qualitative study using in-depth interviews and focus group discussions with 11 key informants. The research findings indicated that MU has embraced green university notions and practices and applied all of the 6 criteria of the UI GreenMetric (setting and infrastructure, energy and climate change, waste system, water resource, transportation, and education and research) to its daily operations. Furthermore, 5 challenges and obstacles have been identified, including (1) the need for raising awareness and promoting behavioral change among MU people, (2) budgetary discrepancies, (3) data management complexities, (4) a lack of innovation and technological integration, and (5) community engagement deficits. Key factors contributing to the success of MU’s green university transformation included (1) having clear policies and directions from university executives, (2) widespread participation, (3) effective communication and information dissemination, (4) effective public relations and campaigns, and (5) proactive networking with other universities. All things considered, this research synthesized and developed a “U-GREEN” model for higher education institutions in Thailand to promote the success of sustainable green university transformation in their institutions.
