ภาษาที่ใช้แสดงความคิดเห็นทางการเมืองในสังคมเครือข่ายออนไลน์กับจริยธรรมเทคโนโลยีสารสนเทศ

Abstract

การวิจัยครั้งนี้จัดทำเพื่อศึกษาการใช้ภาษาในการแสดงความคิดเห็นทางการเมืองในสังคมออนไลน์กับประเด็นทางจริยธรรมเทคโนโลยีสารสนเทศโดยการวิจัยแบบผสม (1) การรวบรวมและวิเคราะห์ข้อความที่ใช้ความคิดเห็นทางการเมืองในเฟซบุ๊กแฟนเพจการเมือง 2 กลุ่ม ตั้งแต่วันที่ 25 พฤษภาคม 2557 - 24 พฤษภาคม 2558 (2) การสัมภาษณ์ผู้เชี่ยวชาญด้านกฎหมายเทคโนโลยีสารสนเทศ 1 ท่าน และผู้เชี่ยวชาญ/ผู้ดูแลระบบสังคมออนไลน์ 4 ท่าน และผู้ใช้สังคมออนไลน์ 10 ท่าน จากการวิจัยพบว่า (1) สามารถจำแนกกลุ่มภาษาได้ 7 กลุ่ม คือคำหยาบคาย คำส่อเสียด ตรรกะวิบัติความก้าวร้าวและ การยุยงต่างๆ การใช้ข้อมูลเท็จ การติชมทั่วไป และ กลุ่มอื่นๆ (2) กลุ่มผู้เชี่ยวชาญด้านกฎหมายเทคโนโลยีสารสนเทศและผู้ดูแล/ผู้เชี่ยวชาญด้านระบบเทคโนโลยีสารสนเทศมีความเห็นว่า ปัจจุบันยังมีปัญหาการละเมิดทางจริยธรรมเทคโนโลยีสารสนเทศอยู่เป็นจำนวนมาก จึงได้มีการปรับปรุงพระราชบัญญัติว่าด้วยการกระทำความผิดเกี่ยวกับคอมพิวเตอร์ พ.ศ. 2550 และประกาศใช้พระราชบัญญัติว่าดวยการกระทำความผิดเกี่ยวกับคอมพิวเตอร์ พ.ศ. 2560 (ฉบับที่ 2) ส่วนผู้ใช้สังคมออนไลน์ทั่วไปมองว่าการบังคับใช้กฎหมายทางคอมพิวเตอร์ยังมีปัญหาในเรื่องความคลุมเครือทางของกฎหมายและเสรีภาพในการแสดงความคิดเห็นทางการเมืองจึงมีความเห็นว่าควรมีการปรับปรุงและแก้ไขข้อกฎหมายบางมาตราให้มีความชัดเจนมากยิ่งขึ้น

The research's objective is to study about using the language for expressing the political opinion on social network and the information technology ethics (IT-Ethics) by using mixed method - (1) gathering and analyzing messages in 2 Facebook Political Fanpages between May 25th, 2014 - May 24th, 2015.(2) interviewing an information technology legal specialist, 4 specialist/system administrators, and 10 social online users - The research revealed that (1) Quantitative Research - analyzing 7 group opinions: vulgarity, caviling, fallacy, aggressive/detracting, aspersing general criticism, and outside of politics.(2) Qualitative Research - Technology legal specialist and system administrators: nowadays the political opinions in the social network have problems about the IT-Ethics violation. They had also improved the Computer-related Crime Act B.E. 2550 and promulgated the Computer-related Crime Act B.E. 2560. All users thought that there were problems in enforcing the Act. First, the legal issue was ambiguous. Second, the liberty in expressing the political opinions was limited. For this reason, some section of law should be rectified more clearly.
