The exploratory research design was used in this study. Pearson's correlation coefficient was applied to analyzing the data. For the quantitative, the number of population was 117 CIC members from 9 upper secondary schools. For the qualitative consisted of 13 students who were chairman and peer educators from 7 schools who conducted a Focus Group Discussion (FGD). Content analysis was applied to analyze the data. The finding indicated that leadership skill in Center of Information and Counselling (CIC) at upper secondary schools was at a high level with a mean score of 3.85 and for the management process in Center of Information and Counselling (CIC) was at a high level with a mean score of 4.13. The study showed that there was a relationship between leadership skill and management process in the Center of Information and Counseling at upper secondary schools at the .01 level (r=.552). There were 3 problems in CIC such as less support from internal and external parties, less of information and facilities limited, the sensitive image of words "counseling" and "adolescent reproductive health". FGD result proposed some alternative solutions such as 1) spreading information through social media and games, 2) training, 3) regular social meeting with all CIC members in one city. Based on the findings, the researcher recommends that BKKBN (National Population and Family Planning Board) and other stakeholders should renew the policy and guidance for CIC and pay more attention to the performance of CIC, provide material, facilitation, and give support to CIC members. Also, to evaluate regularly as control function in improving and developing the existence of CIC as non-formal education to help youth generation.
