การป้องกันปัญหาอาชญากรรม : ศึกษาเฉพาะกรณีบาร์โฮสท์ในจังหวัดเชียงใหม่

Abstract

การศึกษาในครั้งนี้มีวัตถุประสงค์เพื่อศึกษาการป้องกันอาชญากรรม รวมถึงแนวทางและมาตรการป้องกันอาชญากรรมเพื่อเพิ่มความรู้สึกปลอดภัยสำหรับพนักงานบาร์โฮสท์และผู้ใช้บริการ ศึกษาสภาพปัญหา สาเหตุ และปัจจัยที่ส่งผลก่อให้เกิดอาชญากรรมที่เกิด ตลอดจนเสนอแนวทางในการป้องกันไม่ให้ผู้ประกอบอาชีพนี้และผู้ใช้บริการตกเป็นเหยื่ออาชญากรรมในจังหวัดเชียงใหม่ โดยประชากรกลุ่มตัวอย่างเป็นผู้ประกอบอาชีพหนุ่มบาร์โฮสท์ในสถานบริการในจังหวัดเชียงใหม่จำนวน 2 แห่ง แห่งละ 5 คน รวมทั้งสิ้น 10 คน และใช้การสัมภาษณ์เชิงลึกเป็นเครื่องมือการวิจัย ผลการศึกษาพบว่าภูมิหลังของผู้ที่เข้ามาประกอบอาชีพนี้มีภูมิหลังที่หลากหลาย แต่ส่วนมากจะหน้าตาดีและบุคลิกภาพดี มีความต้องการรายได้ที่สูง และสามารถทำงานได้โดยไม่ต้องอาศัยทักษะในการทำงาน ในสำหรับผลการศึกษาสาเหตุและปัจจัยที่อาจจะก่อให้เกิดอาชญากรรมพบว่า มีปัจจัยเสี่ยงจากความมึนเมาที่เกิดจากการทำงาน ทั้งการเมาแล้วขับ การทะเลาะวิวาท และการลักทรัพย์อันเกิดขึ้นได้ทั้งหนุ่มบาร์โฮสท์และผู้มารับบริการ ซึ่งเหตุต่างๆ มักจะเกิดขึ้นนอกสถานที่ทำงานหรือหลังเวลางาน อย่างไรก็ตามสถานบริการจะมีกฎหรือข้อห้ามในการออกไปนอกสถานบริการกับผู้มาใช้บริการ เพื่อป้องกันเหตุที่จะเกิดภายหลัง อย่างไรก็ตามยังพบการลักลอบไปนอกสถานบริการกับผู้มารับบริการ ทั้งนี้แนวทางในการการป้องกันไม่ให้เกิดอาชญากรรมในศึกษาเฉพาะกรณีบาร์โฮสท์ในจังหวัดเชียงใหม่พบว่า ภาครัฐจะต้องมีมาตรการดูแลภาพรวมของสถานบริการ ส่วนผู้ประกอบการควรมีมาตรการการป้องกันในเชิงพื้นที่หรือสภาพแวดล้อม มาตรการในการบริหารจัดการพนักงานและความปลอดภัย และมาตรการความร่วมมือร่วมกับหน่วยงานภาครัฐหรือกับทางตำรวจ ในการป้องกันไม่ให้เกิดอาชญากรรมในสถานบริการ สำหรับมาตรการส่วนบุคคลของหนุ่มบาร์โฮสท์จะเป็นแนวทางสำหรับบุคคลในการป้องกันไม่ให้เกิดอันตรายหรืออาชญากรรมกับตนเองและบุคคลใกล้ตัว เช่น การไม่ขับหรือขี่ยานพาหนะเพื่อป้องกันอุบัติเหตุ เป็นต้น และถ้าต้องออกนอกสถานที่จำเป็นที่จะต้องมีการสังเกตพฤติกรรมของผู้มารับบริการและแลกเปลี่ยนข้อมูลหรือบอกข้อมูลกับเพื่อนร่วมงาน การนำผลของวิทยานิพนธ์ไปใช้: การกำหนดให้สถานบริการบาร์โฮสท์เป็นหนึ่งในสถานประกอบการที่ต้องได้รับอนุญาตเช่นเดียวกับสถานบันเทิงอื่นๆ และจัดให้ผู้ประกอบอาชีพหนุ่มบาร์โฮสท์มีการขึ้นทะเบียนประกอบอาชีพอย่างถูกต้องเพื่อป้องกันอาชญากรรมที่จะเกิดขึ้นในอนาคต และเนื่องจากอาชีพนี้เป็นอาชีพที่มีรายได้ค่อนข้างสูงจึงควรมีมาตรการจัดเก็บระบบการยื่นแบบเสียภาษีรายได้ให้ถูกต้องตามกฎหมาย

The aim of this study is to further explore the areas of crime prevention covering approaches and methods on how to increase the sense of security for the male bar hosts and their clients. The study also investigates problems, causes, and factors that may affect crime as well as to provide a set of guidelines on how to prevent becoming the victims of crime in Chiang Mai province. The sample population is in total of ten male bar hosts in Chiang Mai or 5 people from each place through an in-depth interview. Based on an analysis through the qualitative research and the literature review, the study found the following findings: Backgrounds of those entering this profession are from the very diverse background with mostly in good looking and personality as well as to be motivated based on the high demand for money. Also, they can enter this work without specific working skill. In additions, the study found that the cause and factor that may lead to the crime is related to the risk emerging by drunken from work, drive, fight as well as thefts which may happen with the male bar hosts and the clients. This crime may take place outside the workplace or after working hour. However, the bar host owners have a restriction to do not be accompanied outside the usual premises in order to avoid the potential crime cases. However, there seemed to be the case of being accompanied outside the premise. Thus, the potential approach on prevention of crime in the case of the bar host in Chiang Mai province is that the government should provide an approach to oversee the bar host. In term of bar host entrepreneur, there is a need on prevention approach in the context of area or environmental context as well as regulation to manage the bar host staff as well as their safety. In addition, there is a need for collaborative approach with government agencies as well as the police to prevent the crime that may occur. In term of male bar host, there is a need for an individual method to prevent crime that may happen with them and people around. For example, there should not be allowed to drive when get drunk to avoid the accident. Also, if there is a need to work outside the premise, thy should observe the clients’ behavior and exchange information among colleagues. Implication of the thesis: The government to designate the bar host place as one of the licensed entertainment places same as other entertainment place. Also, there is a need to register this occupation for the male bar hosts in order to reduce the chances of potential crime in the future. Lastly, this profession is a career with the relatively high incomes, there should be a legalized processed for an income tax filing system.
