การมีส่วนร่วมของประชาชนในการดำเนินงานขององค์การบริหารส่วนตำบลพิมายเหนือ อำเภอปรางค์กู่ จังหวัดศรีสะเกษ

Abstract

การวิจัย เรื่อง "การมีส่วนร่วมของประชาชนในการดำเนินงานขององค์การบริหารส่วนตำบลพิมายเหนืออำเภอปรางค์กู่ จังหวัดศรีสะเกษ" ศึกษาโดยการสัมภาษณ์ การสังเกตและการสนทนา มีวัตถุประสงค์เพื่อศึกษาลักษณะการดำเนินงาน ลักษณะการมีส่วนร่วม ปัจจัยและเงื่อนไขการมีส่วนร่วม ปัญหาและแนวทางการแก้ไขพัฒนาส่งเสริมการมีส่วนร่วมของประชาชน ผลการศึกษาพบว่า 1) ลักษณะการดำเนินงาน มีการส่งเสริมให้ประชาชนมีส่วนร่วมโดยมุ่งเน้นการพัฒนาด้านโครงสร้างพื้นฐาน, การติดตามประเมินผลมีเฉพาะกลุ่มองค์การบริหารส่วนตำบล , และองค์กรและบุคคลที่รับผิดชอบ ยังขาดความรู้ความเข้าใจในบทบาทของตัวเอง 2) ลักษณะการมีส่วนร่วม มีอยู่ 4 ลักษณะ คือ การมีส่วนร่วมโดยการบริหารองค์กร มีส่วนร่วมผ่านองค์กรท้องถิ่น หน่วยงานภาครัฐ และองค์กรเอกชน, วัฒนธรรมกับการมีส่วนร่วมของประชาชนในการพัฒนาท้องถิ่น ได้แก่ การมีส่วนร่วมตามลักษณะประเพณี ตามเทศกาลการทำบุญ ตามความเชื่อ และสังคมและเศรษฐกิจ, การมีส่วนร่วมตามพระราชบัญญัติสภาตำบลและองค์การบริหารส่วนตำบลเป็นไปตามอำนาจตามกฎหมายแต่มีปัญหาอยู่ที่การบังคับใช้และลักษณะการมีส่วนร่วมในการดำเนินการ 5 ด้าน ได้แก่ การมีส่วนร่วมค้นหาปัญหา ร่วมกำหนดนโยบาย ร่วมดำเนินงาน ร่วมรับผลประโยชน์ และร่วมควบคุมตรวจสอบประเมินผล 3) ปัจจัยและเงื่อนไขของการมีส่วนร่วมของประชาชนขึ้นอยู่กับผลประโยชน์หรือปัจจัยส่วนบุคคล สังคมและวัฒนธรรม กลุ่มที่มีส่วนร่วมมากที่สุดคือกลุ่มองค์การบริหารส่วนตำบล กลุ่มผู้นำ และกลุ่มประชาชนตามลำดับ โดยปัจจัยและเงื่อนไขได้แก่ ปัจจัยทางด้าน ประชาชน โดยเงื่อนไขอยู่ที่ความรู้ความเข้าใจต่อการเมือง ทัศนะทางการเมือง ความรู้สึกต่อความเป็นเจ้าของท้องถิ่น ปัจจัยทางด้านวัฒนธรรมองค์กร เงื่อนไข ได้แก่ ความเป็นญาติ ผู้นำ และการสนับสนุนจากภายนอกปัจจัยทางด้านกฎหมายที่เกี่ยวกับองค์การบริหารส่วนตำบล เงื่อนไขอยู่ที่การบังคับใช้ และปัจจัยทางด้านสถานการณ์การเปลี่ยนแปลงทางด้านวัฒนธรรมในทุกด้าน และ 4) ปัญหาและแนวทางการแก้ไข คือ ประชาชนขาดความรู้ความเข้าใจกฎหมายและระเบียบข้อบังคับ ความเข้าใจต่อการเมืองท้องถิ่น นโยบายผู้บริหาร การเพิกเฉยและไม่ตระหนักในคุณค่าของการมีส่วนร่วม และงบประมาณที่จำกัด ข้อเสนอแนะในงานวิจัยนี้ คือ ศึกษาการจัดกิจกรรมเพื่อสร้างกระบวนการมีส่วนร่วมของประชาชนในการดำเนินงานขององค์การบริหารส่วนตำบล เพื่อเปรียบเทียบปัจจัยที่มีผลต่อการดำเนินงานเพื่อให้ท้องถิ่นสามารถนำผลของการศึกษาไปประยุกต์ใช้บทเรียน เพื่อเป็นแนวทางให้สังคมได้นำไปใช้เป็นประโยชน์ทั้งด้านวิชาการ และการพัฒนา ประเทศสืบไป

This research was based on observations, interviews and group discussions. The objectives were aimed at studying the characteristics of operation, participation of people, factors and conditions of participation, problems and its solutions, and supporting in participation of people. It was found that 1) the characteristics of operation was the support of people participation, Subdistrict development operation focusing on the structural foundation, evaluation followed up by Subdistrict Administrative Organization, and organizations and personnel lack of understanding on their roles. 2) People participating had four characteristics: administrative participation which is the local administration, government sector and private sector; culture and people participation in local government which are customs, festivals, beliefs, and socio-economy; and participation as mentioned in the Act of Subdistrict Administrative Council and Subdistrict Administration, participation refers to apply for the political candidate, the political vote, submitting a problem and requirement, monitoring the government operations, and paying the tax to the Subdistrict Organization. Participation of operations has five characteristics: participation, profit participation, and inspecting and evaluating participation depends on the profit or personal factor, society and culture. Most of participation groups are Subdistrict Administration, leaders, and people respectively. 3) Factors and conditions are people who understand the political government, political attitude, and feeling to the local administration, Factors and conditions on cultural organization, conditions are relative, leaders and outer supporter, Factors on the Law dealing with Subdistrict Organization, condition depends on the reinforcement and situation and cultural changes and 4) Problems and its solutions are: people lack of the knowledge on the law and regulations, governors, policy, concept, and people lack of knowledge on the local government, ignoring and not appreciating in participation and the Limit of budget. Further research should study an activity to encourage people to participate in the Administrative Subdistrict Organization's operations. The community can apply the research results as a guideline for studying and conceptualisms the development of the country.
