Abstract
การศึกษาวิจัยครั้งนี้เป็นการวิจัยเชิงสำรวจ (Survey Research) มีวัตถุประสงค์เพื่อศึกษาระดับของปัจจัยในการตอบสนอง และปัจจัยที่มีความสัมพันธ์กับการตอบสนองกองทุนหลักประกันสุขภาพระดับท้องถิ่นของคณะกรรมการบริหารหลักประกันสุขภาพระดับท้องถิ่น ในจังหวัดปทุมธานีกลุ่มตัวอย่างคือ คณะกรรมการบริหารหลักประกันสุขภาพระดับท้องถิ่น จำนวน 193 ราย สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐานไคสแควร์ และ Pearson's product moment correlation coefficient ผลการวิจัย พบว่า การตอบสนองกองทุนหลักประกันสุขภาพระดับท้องถิ่นของคณะกรรมการ บริหารหลักประกันสุขภาพระดับท้องถิ่น โดยรวมอยู่ในระดับมาก (x¯ = 2.53, S.D. = 0.39) ผลทดสอบปัจจัยที่มีความสัมพันธ์กับการตอบสนองกองทุนหลักประกันสุขภาพระดับท้องถิ่น พบว่าปัจจัยด้านบุคคลคือ ความรู้เกี่ยวกับกองทุนหลักประกันสุขภาพระดับท้องถิ่น การรับรู้ประโยชน์กองทุนหลักประกันสุขภาพระดับท้องถิ่นและการรับรู้บทบาทของคณะกรรมการบริหารหลักประกันสุขภาพระดับท้องถิ่น มีความสัมพันธ์กับการตอบสนองกองทุนหลักประกันสุขภาพระดับท้องถิ่นอย่างมีนัยสำคัญทางสถิติ (r = 0.354, p< 0.001; r = 0.748, p< 0.001 และ r = 0.770, p< 0.001 ตามลำดับ) และปัจจัยด้านแรงกระตุ้นคือ การได้รับข้อมูล/ข่าวสารเกี่ยวกับกองทุนหลักประกันสุขภาพระดับท้องถิ่น มีความสัมพันธ์กับการตอบสนองกองทุนหลักประกันสุขภาพระดับท้องถิ่นอย่างมีนัยสำคัญทางสถิติ (p< 0.001) ข้อเสนอแนะจากการวิจัย ควรสนับสนุนและส่งเสริมในเรื่องการรับรู้บทบาทหน้าที่ ประโยชน์ของกองทุนหลักประกันสุขภาพระดับท้องถิ่น ความรู้ และการได้รับข้อมูลข่าวสารเกี่ยวกับกองทุนหลัก ประกันสุขภาพระดับท้องถิ่น เพื่อให้คณะกรรมการบริหารกองทุนหลักประกันสุขภาพระดับท้องถิ่นสามารถปฏิบัติหน้าที่ได้อย่างมีประสิทธิภาพ และควรให้ความสำคัญกับแผนการพัฒนากำลังคน ของกองทุนหลักประกันสุขภาพระดับท้องถิ่น
This study was a survey research with the objectives of studying the level of responsiveness local health security committee to local health security fund and the factors associated with the responsiveness of local health security committee to local health security fund. The sample studied comprised of 193 members of the local health security committee of Pathumthani province. Statistics used for data analysis were mean, standard deviation, Chi-square and Pearson's product Moment Correlation coefficient. The study found that the overall responsiveness of the committee to local health security was in high level (x̅ = 2.53, S.D. = 0.39) Association analysis between factors and the responsiveness to local health authority fund showed that the following personal characteristics knowledge about local health security fund, perception about the benefit of local health security fund and perception about the rule of the local health security fund committee had association with the responsiveness to local health security fund with statistical significance of r = 0.354, p< 0.001 r = 0.748, p< 0.001 and r = 0.770, p< 0.001 consecutively while the motivation factor on the receiving of information/news about local health security fund had association with responsiveness of p<0.001 statistical level of significance Research recommendation were there should be the promotion and support for increased perception about the role , function and benefit of local health security fund knowledge/information relating to local health security fund in order to increase the efficiency of the performance of the local health security fund committee. Health manpower development plan of local health security fund should be treated as a matter of priority.
