Acceptance of local residents in the effected area of the sanitary landfill site in Samut Sakhon province

Abstract

This research studied the level of acceptance and factors affecting acceptance of local residents living in the effected area on the construction of the sanitary landfill site in Samut Sakhon province. The method employed in the gathering of statistical data was surveying of 330 households, which were expected to be effected by waste transportation and disposal activities. Data were collected by using a questionnaire as the tool and analyzed by Analysis of Variance and Multiple Classification Analysis via SPSS statistical application software. It was found that the majority of sample cases have a medium level of acceptance of the construction of the sanitary landfill site. Factors affecting their acceptance were the impact from the projects activities, the distance from residence to site location and age, with the statistically significant level of 0.05. As the difficulties and problems with acceptance of the project, in their opinion it is the anxiety of odor and wastewater or leachate problems which would be generated from the disposal activities in the landfill site. These results suggest that the involved organization with this project should promote the projects information in all aspects, such as advantages or projects benefits, the measure to reduce and monitor impact etc. to the local residents living in the affected area of this sanitary landfill site. This would increase the level of their confidence to have higher acceptance and permit the construction of this landfill site without resistance.

วัตถุประสงค์ของการวิจัยครั้งนี้เพื่อเป็นการศึกษาถึงระดับการยอมรับและปัจจัย ที่มีผลต่อการยอมรับของประชาชนผู้อยู่อาศัยในพื้นที่ได้รับผลกระทบจากกิจกรรมของ โครงการก่อสร้างระบบกำจัดมูลฝอยแบบฝังกลบตามหลักสุขาภิบาลของจังหวัดสมุทรสาคร โดยใช้แบบสอบถามเป็นเครื่องมือในการรวบรวมข้อมูลจากกลุ่มตัวอย่างซึ่งเป็นหัวหน้า ครัวเรือนหรือคู่สมรสซึ่งมีที่พักอาศัยตั้งอยู่ในพื้นที่ซึ่งจะได้รับผลกระทบจากกิจกรรม การกำจัดและขนส่งมูลฝอยของโครงการดังกล่าว วิเคราะห์ข้อมูลโดยใช้สถิติการ วิเคราะห์การผันแปรและการวิเคราะห์การจำแนกพหุผ่านทางโปรแกรมประยุกต์ SPSS for Windows ผลการศึกษาแสดงให้เห็นว่า กลุ่มตัวอย่างส่วนใหญ่ยอมรับโครงการก่อสร้างระบบกำจัด มูลฝอยแบบฝังกลบถูกหลักสุขาภิบาลของจังหวัดสมุทรสาครในระดับปานกลาง ปัจจัยที่มีผลต่อ การยอมรับโครงการดังกล่าวของกลุ่มตัวอย่างอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ประกอบด้วย ลักษณะกิจกรรมของโครงการซึ่งส่งผลกระทบต่อกลุ่มตัวอย่าง, ระยะห่างจากที่พักอาศัยถึง สถานที่ตั้งโครงการและอายุ ในส่วนของปัญหาและอุปสรรคในการยอมรับโครงการที่มาเป็น ลำดับต้นๆ กลุ่มตัวอย่างส่วนใหญ่เห็นว่าเกิดจากความวิตกกังวลในเรื่องของกลิ่นเหม็นและ น้ำเสียซึ่งจะเกิดขึ้นได้จากกิจกรรมการกำจัดมูลฝอยของโครงการ ข้อเสนอแนะที่ได้จากผลการวิจัยครั้งนี้คือ หน่วยงานภาครัฐที่มีส่วนเกี่ยวข้องกับ การดำเนินโครงการดังกล่าว ควรเพิ่มระดับการประชาสัมพันธ์ข้อมูลข่าวสารและรายละเอียด ของโครงการตลอดจนข้อดีข้อเสียให้ประชาชนผู้มีส่วนเกี่ยวข้องรับทราบอย่างสม่ำเสมอ ทั้งนี้ เพื่อสร้างเสริมความเชื่อมั่นและเพิ่มระดับการยอมรับโครงการของประชาชนให้ดียิ่งขึ้น ต่อไป
