Abstract
Since cars are a main factor in transportation and parking is considered one of the key elements in transportation planning, the effectiveness of parking policies depends on influencing parking choice upon various conditions of drivers. To establish the parking policies, one has to understand the drivers' preference and needs therefore, this research studied the parking behavior of motorists using choice modeling at Siam Square area. The parking choice model took a form of multinomial logit model where the model parameters were calibrated from the result of stated preference method. The model results indicated that drivers considered parking fee, walking distance and search time. Considering sensitivity with respect to those attributes that required change, it was found that only parking fee affected the demand for change. Management policy about parking fee could be conducted by price structure policy. This price structure was determined so as to maximize turnover at the Siam Square curb while a high turnover rate is believed to encourage high level of economic activities. The price structures of all locations were set in a progressive rate to allow the drivers to cut down on duration and maximizing the parking facility utilization.
ในปัจจุบันรถยนต์ถือเป็นปัจจัยสำคัญในระบบขนส่ง ทุกการเดินทางจำเป็นต้องมีการจัดพื้นที่ปลายทางไว้จอดยานพาหนะ ดังนั้นที่จอดรถจึงมีความสำคัญต่อระบบขนส่ง การวางแผนนโยบายที่จอดรถให้มีประสิทธิภาพจำเป็นต้องเข้าใจพฤติกรรมการเลือกที่จอดรถของผู้ขับขี่ งานวิจัยนี้ศึกษาพฤติกรรมการเลือกที่จอดรถในพื้นที่สยาม สแควร์โดยใช้แบบจำลองทางเลือก สำรวจและเก็บข้อมูลโดยวิธี Stated Preference และวิเคราะห์ข้อมูลโดยแบบจำลอง Multinomial Logit ผลการวิเคราะห์ข้อมูลพบว่า ผู้ขับขี่คำนึงเรื่องราคาที่จอดรถ ระยะทางเดิน และเวลาที่ใช้หาที่จอดรถ เมื่อพิจารณาค่าความยืดหยุ่นของอุปสงค์ของปัจจัยเหล่านั้นพบว่า มีเพียงราคาที่จอดรถเท่านั้น ที่ส่งผลต่อการเปลี่ยนแปลงอุปสงค์ ดังนั้นการกำหนดนโยบายจึงมุ่งไปที่โครงสร้างราคาที่จอดรถ โครงสร้างราคากำหนดราคาเพื่อให้เกิดการหมุนเวียนของรถที่การจอดจอดกลางแจ้งมากที่สุด เพราะเป็นรูปแบบที่เข้าถึงง่าย ผู้ขับขี่สามารถทำกิจกรรมทางเศรษฐกิจได้ทันทีหลังจากจอดรถ โครงสร้างราคาถูกกำหนดเป็นแบบอัตราก้าวหน้า เพื่อลดระยะเวลาการจอด และเพิ่มประสิทธิภาพการใช้พื้นที่ที่จอดรถให้เกิดประโยชน์สูงสุด
