การพัฒนาแนวทางการป้องกันพฤติกรรมความรุนแรงในการชมกีฬาฟุตบอล

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อพัฒนาแนวทางการป้องกันพฤติกรรมความรุนแรงในการชมกีฬาฟุตบอล โดยใช้การวิจัยเชิงคุณภาพ กลุ่มตัวอย่างคือ ผู้เชี่ยวชาญที่มีความรู้ ความสามารถ และประสบการณ์ที่เกี่ยวข้องกับกีฬาฟุตบอล จำนวน 19 คน ประกอบด้วย นักวิชาการด้านกีฬาและอาจารย์ผู้สอน นักจิตวิทยาการกีฬา ผู้สื่อข่าวด้านกีฬา ผู้ฝึกสอนด้านกีฬา ผู้ตัดสินนักกีฬา นักกีฬาฟุตบอล ประธานแฟนคลับ นักกฎหมายด้านกีฬา และผู้บริหารงานด้านการรักษาความปลอดภัย เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสัมภาษณ์ และ แบบสอบถาม ผลการวิจัยพบว่า สาเหตุของพฤติกรรมความรุนแรงในการชมกีฬาฟุตบอลด้านนักกีฬามาจาก นักกีฬายั่วยุฝ่ายตรงข้าม ด้านผู้ชม มาจากการยั่วยุจากกองเชียร์แต่ละฝ่าย ด้านกฎหมายข้อบังคับมาตรการ มาจากกฎหมายข้อบังคับมาตรการของการชมกีฬาฟุตบอลปัจจุบันยังไม่เป็นสากลพอประเทศไทยยังไม่มีกฎหมายเฉพาะที่เกี่ยวกับการคุ้มครองนักกีฬาอาชีพฟุตบอล ด้านการจัดการการแข่งขันมาจากระบบการจัดการในการรักษาความปลอดภัยต่ำระบบการจัดการแข่งขันยังไม่มีความพร้อมพอที่จะจัดการแข่งขัน ด้านสนามกีฬาแข่งขัน มาจาก สนามไม่ได้มาตรฐาน และบางสนามกีฬามีที่นั่งกองเชียร์ระหว่างทีมเหย้าและทีมเยือนติดกัน ด้านการนำเสนอของ สื่อมาจากการนำเสนอความเห็นเพื่อเอาใจคนอ่านโดยไม่คำนึงถึงความเป็นจริงสื่อมักนำเสนอ ข้อผิดพลาดมากกว่า ข้อดี และ ด้านอื่นๆพบว่ามีสาเหตุมาจากการทำหน้าที่ของผู้ตัดสินและผู้ช่วยผู้ตัดสินไม่ได้มาตรฐานนักกีฬา สำหรับแนวทางการป้องกันพฤติกรรมความรุนแรงในการชมกีฬาฟุตบอล พบว่า นักกีฬาต้องยอม รับคำตัดสินของกรรมการและกฎของสมาคมสโมสร ต้องกำหนดมาตรการห้ามผู้ชมฟุตบอลที่ก่อความรุนแรง เข้า ชมการแข่งขันภายในระยะเวลาตามที่กฎหมายกำหนด และห้ามแฟนบอลนำเครื่องดื่มแอลกอฮอล์เข้าไปใน สนามแข่งขัน ควรกำหนดมาตรการทางกฎหมายเพื่อรับมือกับเหตุการณ์ต่าง ๆ ทีมเจ้าบ้านต้องดูแลรับผิดชอบความ ปลอดภัย ควรแยกพื้นที่กองเชียร์ออกจากกันให้และ นักข่าวควรต้องมีจริยธรรมในการสื่อข่าว และ ควรสร้าง ปริมาณและคุณภาพบุคลากรกีฬาทั้งระบบ และทั้งประเทศให้มีมากพอที่จะเป็นสังคมกีฬาอาชีพ สำหรับ ข้อเสนอแนะควรให้หน่วยงานและผู้เกี่ยวข้องได้ประสานความร่วมมือในการสร้างมาตรฐานการจัดการกีฬาต่อไป

This research was to develop the guidelines in preventing the violent behavior from watching soccer matches by using qualitative research. The key informants consisted of 19 experts who have knowledge, ability and experiences related to soccer games, and who also work with sports as academicians, lecturers, psychologists, reporters, coaches, referees, players, presidents of fan-clubs, lawyers, and security administrators. The instruments used for collecting data were interviews and questionnaires. The results showed that there were several causes of violent behavior when watching soccer matches. First, about the players, there were the provocations from the opposite team. Second, the spectators have the provocations from each party of cheering teams. Third, there were not enough international laws as enforcing measures in watching soccer nowadays in Thailand; that is, Thailand does not have specific laws directly related to the prevention of professional football players violeut behavior. Fourth, the tournament management has a low standard system of security management; including a system of tournament management that is not ready for holding the tournament. Fifth, the stadiums are not standardized enough; as well as some stadiums arrange the seats for the host cheering teams to be next to the visiting cheering team. Sixth, the media presentation was biased to satisfi the readers without regards to the truth; that is, the media always present the mistakes rather than the good points. Finally, other causes were due to the duty of referees and their assistants, who do not have the proper standards in sport players. The guidelines in preventing violent behavior from watching soccer matches recommend that players have to admit the referee's judgment, as well as the sport associations need to set measures prohibiting the spectators who cause the violence to watch the matches within the periods according to the specific laws. Moreover, it is necessary to prohibit soccer fans from taking alcoholic drinks into the stadiums. There is also the need to have the legal measures to solve the problems from each situation. The host teams have to have the responsibility for in security measures; that is, they have to separate the areas of cheering teams. Furthermore, the reporters have to be ethical when presenting the news; as well as, Thailand should have the players formed into a professional player society. Finally, it is recommended that the associations and related people must have the cooperation in arranging the standards in sport tournaments continuously.
