การศึกษาวิจัยเรื่อง การบริหารกองทุนหมู่บ้านและชุมชนเมืองระดับดีมาก (A) กรณีศึกษา จังหวัดนครปฐม มีวัตถุประสงค์การวิจัยเพื่อ 1) เพื่อศึกษาถึงกระบวนการ ปัญหาและอุปสรรคในการบริหารงานของกองทุนหมู่บ้านฯ ที่มีการบริหารจัดการที่ดีมาก และ 2) เพื่อนำเสนอแนวทางการบริหารจัดการกองทุนหมู่บ้านฯ ที่จะสามารถนำไปใช้ในการพัฒนาและยกระดับการบริหารจัดการกองทุนหมู่บ้านและชุมชนเมืองอื่นให้มีประสิทธิภาพ ผ่านการวิจัยเชิงคุณภาพซึ่งผู้วิจัยใช้แบบสัมภาษณ์แบบมีโครงสร้างเป็นเครื่องมือในการเก็บรวบรวมข้อมูล กับกลุ่มตัวอย่างซึ่งเป็นคณะกรรมการกองทุนหมู่บ้านและชุมชนเมือง และสมาชิกของกองทุน ในเขตพื้นที่จังหวัดนครปฐม โดยในส่วนของการวิเคราะห์ข้อมูลเป็นการนำข้อมูลจากแบบสัมภาษณ์มาถอดคำสำคัญเพื่อสรุปความหมายของแนวทางการพัฒนาการบริหารจัดการกองทุนชุมชนตามวัตถุประสงค์ของการวิจัย ผลการศึกษาพบว่ากองทุนหมู่บ้านและชุมชนเมืองที่ประสบความสำเร็จมีกระบวนการในการบริหารจัดการที่มีประสิทธิภาพ ทำให้ได้มาซึ่งแนวทางในการบริหารจัดการกองทุนทั้งสิ้น 4 ด้าน ได้แก่ 1) แนวทางการบริหารจัดการด้านผู้นำ, 2) แนวทางการบริหารจัดการด้านการมีส่วนร่วม, 3) แนวทางการบริหารจัดการด้านการจัดสรรผลประโยชน์ และ 4) แนวทางการบริหารจัดการด้านการเข้าถึงและการตรวจสอบข้อมูลกองทุน ซึ่งแนวทางดังกล่าวจะสามารถนำไปใช้ปรับปรุงและ พัฒนาการบริหารจัดการกองทุนหมู่บ้านและชุมชนเมืองให้มีประสิทธิภาพต่อไป
This qualitative research aims to 1) study the process, problems and obstacles in the Management of the best Village Funds (Very Good Level A) and 2) present guidelines for level (A) Management of Village Funds which can be used to develop and enhance the management of village funds. Interview forms were used to collect data from the committee of the Village Fund in Nakhon Pathom province. Data was analyzed using Key Words to extract the relevant steps for developing a guideline to enhance management of community funds. The results of the study showed that for the village funds and successful urban communities to have an effective management process, they need the following 4 fund management approaches 1) Leadership Management Guidelines, 2) Participatory Management Guidelines, 3) Management Approach for Benefit Allocation and 4) Access Management and Fund Information Management Guidelines. These approaches can be used to improve and enhance the management of village and urban communities to be effective
