การดำเนินการด้านการริบทรัพย์สินของผู้เกี่ยวข้องในคดียาเสพติดตามพระราชบัญญัติมาตรการในการปราบปรามผู้กระทำผิดเกี่ยวกับยาเสพติด พ.ศ. 2534 และผลสัมฤทธิ์ในการทำงานของพนักงานเจ้าหน้าที่

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์ (1) ศึกษาการดำเนินการด้านการริบทรัพย์สินของผู้เกี่ยวข้องในคดียาเสพติด (2) ศึกษาผลสัมฤทธิ์ในการทำงานของพนักงานเจ้าหน้าที่ (3) ศึกษาความสัมพันธ์ระหว่างปัจจัยการดำเนินการด้านการริบทรัพย์สินกับผลสัมฤทธิ์ในการปฏิบัติหน้าที่ และ (4) ศึกษาความสามารถของปัจจัยการดำเนินการด้านการริบทรัพย์สินของผู้เกี่ยวข้องในคดียาเสพติดในการทำนายผลสัมฤทธิ์ในการปฏิบัติหน้าที่ตรวจสอบทรัพย์สิน กลุ่มตัวอย่างที่ศึกษาเป็นพนักงานเจ้าหน้าที่ในสังกัดสำนักงานคณะกรรมการป้องกันและปราบปรามยาเสพติด จำนวน 69 คน ผลการวิจัยพบว่า การดำเนินการด้านการริบทรัพย์สินของผู้เกี่ยวข้องในคดียาเสพติดเฉลี่ยอยู่ในระดับสูง (X = 3.56) ผลสัมฤทธิ์ในการทำงานของพนักงานเจ้าหน้าที่ในการดำเนินการตามมาตรการริบทรัพย์สินอยู่ในระดับสูงเช่นกัน (X = 3.46) ส่วนปัจจัยการดำเนินการด้านการริบทรัพย์สินมีความสัมพันธ์กับผลสัมฤทธิ์ในการปฏิบัติหน้าที่อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 และ .05 โดยปัจจัยด้านการพัฒนาความรู้และทักษะที่จำเป็นต่อการตรวจสอบทรัพย์สินเป็นปัจจัยเดียวที่สามารถทำนายผลสัมฤทธิ์ในการปฏิบัติหน้าที่ได้ร้อยละ 21.2 สำนักงาน ป.ป.ส. จึงควรฝึกอบรมเพื่อพัฒนาความรู้และทักษะที่จำเป็นต่อการตรวจสอบทรัพย์สินให้กับพนักงานเจ้าหน้าที่มากยิ่งขึ้น

The objectives of this research were to study (1) the management of property-forfeiture among persons involving in narcotic case, (2) an achievement of officers' performance in enforcing measure for the suppression offenders in offence related to narcotic act, (3) the relationships between the property-forfeiture management factors and an achievement of law enforcement, and (4) property-forfeiture management factors accounting for the variation of an achievement of officers' performance in enforcing measure for the suppression offenders in offence related to narcotic act. Sixty-nine samples were selected from officers in The Office of Narcotics Control Board. The research findings were that the management of property-forfeiture among persons involving in narcotic case was at a high level (X̄ = 3.56), and an achievement of officers' performance in enforcing measure for the suppression offenders in offence related to narcotic act was at a high level as well (X̄ = 3.46). Almost all of the property-forfeiture management factors had relationships with an achievement of officers' performance in enforcing measure for the suppression offenders in offence related to narcotic act at .01 and .05 level of significance. However, factor concerning essential knowledge and performance skills development was the only one that could account for 21.2 % of the variance of an achievement of law enforcement. Thus, an establishment of an intervention program concerning essential knowledge and skills development would be recommended.
