เครือข่ายภาคประชาสังคมสังเกตการณ์การเลือกตั้งและการเสริมสร้างประชาธิปไตยในอินโดนีเซีย : บทเรียนจากคณะกรรมการอิสระสังเกตการณ์การเลือกตั้งประเทศอินโดนีเซีย Komite Independen Pemantau Pemilu (KIPP)

Abstract

วิทยานิพนธ์ฉบับนี้มุ่งศึกษาเครือข่ายภาคประชาสังคมสังเกตการณ์การเลือกตั้งและการเสริมสร้างประชาธิปไตยในอินโดนีเซีย โดยใช้บทเรียนจาก Komite Independen Pemantau Pemilu (KIPP) หรือคณะกรรมการอิสระสังเกตการณ์การเลือกตั้ง เพื่อศึกษาว่าเครือข่ายภาคประชาสังคมที่จัดตั้งขึ้นภายในช่วงปลายการนำของรัฐบาลซูฮาร์โตเพื่อการจับตาการเลือกตั้งมียุทธศาสตร์อย่างไร และเป็นประโยชน์อย่างไรต่อการขับเคลื่อนประชาธิปไตยในประเทศอินโดนีเซีย ด้วยวิธีการวิจัยเชิงคุณภาพ ผ่านการวิจัยเอกสารและการสัมภาษณ์ผู้ที่เคยมีส่วนเกี่ยวข้องกับเครือข่าย KIPP ตั้งแต่ปี ค.ศ. 1996 ทั้งผู้ร่วมก่อตั้ง อดีตสมาชิก รวมถึงสมาชิกที่ยังคงมีส่วนร่วมใน KIPP ในยุคปัจจุบัน งานวิจัยค้นพบว่าด้วยบริบททางการเมืองและการใช้ความรุนแรงโดยภาครัฐในอินโดนีเซีย ทำให้เครือข่าย KIPP ขยายตัวด้วยการระดมสมาชิกกลุ่มภาคประชาสังคมที่มีแนวคิดทางการเมืองที่หลากหลาย ทั้งในและต่างประเทศ เพื่อให้เป็นพื้นที่กลางที่ทุกกลุ่มการเมืองสามารถเข้ามามีส่วนร่วมในการเรียกร้องการเลือกตั้งที่ยุติธรรมและเป็นประชาธิปไตย โดยมีจุดประสงค์ร่วมคือ 1. สร้างคุณค่าทางสังคมใหม่ นั่นคือการเรียกร้องเลือกตั้งที่เป็นธรรม การใช้สิทธิพลเมืองในการเลือกตั้งอย่างอิสระ โปร่งใส และประชาชนมีบทบาทในการเป็นพลเมืองตื่นรู้ 2. การเสริมสร้างอัตลักษณ์ร่วมและความสนใจของสมาชิกให้เข้มแข็งขึ้นในระยะยาว คือการเป็นสมาชิกเครือข่าย KIPP ของพลเมืองอินโดนีเซียที่ต้องการโค่นล้มการปกครองของซูฮาร์โตและการเมืองลักษณะอำนาจนิยม ทวงคืนประชาธิปไตยผ่านการจับตาการเลือกตั้ง และไม่ยึดโยงกับพรรคการเมือง แม้ว่าแต่ละกลุ่มหรือบุคคลที่เข้าร่วมจะมีแนวคิดและจุดยืนทางการเมืองที่หลากหลายมาก่อน ทำให้สมาชิกยังคงต้องการติดตามการเปลี่ยนแปลงทางการเมืองและการเลือกตั้งในระยะยาว และ 3. เพื่อแลกเปลี่ยนข้อมูลและเรียนรู้บทเรียนจากกันและกัน ภายใต้สถานการณ์ที่รัฐควบคุมสื่อและข่าวสารต่าง ๆ ภายหลังการเกิดการเปลี่ยนแปลงทางการเมืองและอินโดนีเซียเข้าสู่ยุคปฏิรูปในปี ค.ศ. 1998 ส่งผลให้เกิดการเติบโตของภาคประชาสังคมอื่น ๆ และการย้ายออกของสมาชิกไปยังกลุ่มและเครือข่ายใหม่ ๆ แต่ KIPP ยังคงพยายามรักษาพื้นที่และการมีตัวตนของกลุ่มเครือข่าย ทั้งเพื่อประสานด้านนโยบาย โครงการหรือกิจกรรมอื่น ๆ และเพื่อการแสวงหาการสนับสนุนร่วมให้กับสมาชิก KIPP โดยยังคงพยายามทำหน้าที่ในการวิพากษ์วิจารณ์การเมือง ติดตามการเลือกตั้งและพัฒนาการของประชาธิปไตย รวมทั้งเป็นโอกาสและพื้นที่ให้กับคนรุ่นใหม่

This thesis on the civil society network on election observation and democratization in Indonesia: lessons from the Independent Committee on Election Observation (Komite Independen Pemantau Pemilu-KIPP) aims to study the pattern of civic network formation during Suharto’s regime to observe the election, its strategies, and benefits towards the democratization in Indonesia. This is a qualitative thesis implying the document research and in-depth interviews of people who took part in KIPP since 1996. The key informants are KIPP founders, former and current network members, and those who are currently engaging in KIPP network. The thesis found that the political context and violence used by the Indonesian state was the main factor that drove the formation of this civic network through membership-based mobilization which included Indonesian citizens from very broad political ideologies, both inside and outside the country. KIPP acted as a common platform where people from all groups of political stands joined together to demand fair and democratic elections. The shared objectives of the network were 1. To create a new social value which was to demand fair election and the rights to exercise citizens’ rights to vote in fair and transparent elections, and becoming active citizens, 2. To strengthen the identity and citizens’ interest in the long-term, meaning being the pro-democracy citizens and opposing the Suharto Regime, reclaiming democracy through election observation, and remaining independent from political parties. This helped the network to serve as a platform for all ideologies while the network members can continue monitoring the political situation and elections in the long-term, and 3. To share and exchange political situations and lessons learned among the network members from all areas in Indonesia while the media was under control by the government. After the Reformation Era in 1998, even though KIPP members left the network or moved to other organizations, KIPP network remains and maintains its existence of the organization, despite the decrease in size. KIPP continues to work on improving electoral law, election-related projects, and activities, as well as criticizing politics, aiming to improve Indonesian democracy. Furthermore, KIPP also serves as a learning platform for young citizens to get engaged in the democratization process.
