วัฒนธรรมองค์การกับผลการดำเนินงานของเทศบาลเมืองกระทุ่มล้ม จังหวัดนครปฐม

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับวัฒนธรรมองค์การและผลการดำเนินงาน ของเทศบาลเมืองกระทุ่มล้ม จังหวัดนครปฐม 2) ความสัมพันธ์ของวัฒนธรรมองค์การและผลการดำเนินงานของเทศบาลเมืองกระทุ่มล้ม จังหวัดนครปฐม และ 3) ศึกษาแนวทางการส่งเสริมวัฒนธรรมองค์การที่สนับสนุนผลการดำเนินงานที่ดีของเทศบาลเมืองกระทุ่มล้ม จังหวัดนครปฐม เป็นการวิจัยแบบผสม ทั้งเชิงปริมาณและเชิงคุณภาพ วิเคราะห์ข้อมูล สถิติในเชิงพรรณนาแจกแจงความถี่ ร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียรสัน เพื่อวิเคราะห์ หาความสัมพันธ์ของตัวแปรและใช้การสัมภาษณ์เชิงลึกเพื่อหาแนวทางส่งเสริมวัฒนธรรมองค์การที่สนับสนุนผลการดำเนินงานขององค์การ ผลการวิจัยพบว่าระดับของวัฒนธรรมองค์การ คือ วัฒนธรรมความปลอดภัย วัฒนธรรมมุ่งเน้นให้บริการ และวัฒนธรรมให้ความสำคัญแก่นวัตกรรมอยู่ในระดับมาก ผลการดำเนินงานในทุกมิติ คือ การพัฒนาองค์การ ความสามารถในการสร้างความพึงพอใจ กระบวนการภายใน ผลลัพธ์ การดำเนินการ และการจัดหาและจัดสรรทรัพยากรอยู่ในระดับมาก และ มีความสัมพันธ์กันในระดับสูง ซึ่งได้แนวทางการส่งเสริมวัฒนธรรมองค์การที่สนับสนุนผลการดำเนินงานขององค์การ คือ ผู้บริหารควรให้ความสำคัญในการบริการ สนับสนุนให้บุคลากรมีค่านิยมการบริการและเร่งพัฒนาวัฒนธรรมองค์การที่สนับสนุนผลการดำเนินงานโดยเน้นการบริการและการตอบสนองต่อสภาพแวดล้อมภายนอก ส่งเสริมให้บุคลากรมีความคิดริเริ่มสร้างสรรค์ ทำงานเป็นทีม พร้อมทั้งประยุกต์ใช้เทคโนโลยีสมัยใหม่เพื่อให้บรรลุเป้าหมายขององค์การ

The major mission of Krathumlom Municipality, Nakhon Pathom is to provide public service to people. The municipality focuses on building organizational culture that response to people's needs. The appropriate organizational culture leads to effective performance. Thus, the researcher would like to study the pattern of organizational culture that mostly appropriate to the personnel in Krathumlom Municipality, Nakhon Pathom and to explore the relationship between organizational culture and the organization performance. The objectives of this study were to study the level of organizational culture and level of performance, investigate the relationship between organizational culture and performance, and to study the guidelines for promoting organizational culture that supports good performance of Krathumlom Municipality, Nakhon Pathom. This research employed mixed methods. For quantitative method, questionnaire survey was conducted with 125 respondents in Krathumlom Municipality. The data were analyzed by using descriptive statistics and Pearson's Correlation Coefficient. For qualitative method, the researcher used in-depth interview technique to explore appropriate organizational culture. The research results revealed that the level of organizational culture such as safety, service oriented, and innovative were high. Working performances of all dimension i.e. organization development, ability to satisfy people, internal process, performance result, and procurement and resource allocation were high. The correlation between factors was high. This research suggests the municipality to promote organizational culture in terms of responding to people' needs, team work, and creativity.
