การจัดทำแผนพัฒนาอำเภอเมืองด้วยการประเมินสิ่งแวดล้อมระดับยุทธศาสตร์ : กรณีศึกษาอำเภอเมืองลพบุรี จังหวัดลพบุรี

Abstract

งานวิจัยเรื่องนี้มีวัตถุประสงค์ 1) เพื่อศึกษาและวิเคราะห์ช่องว่างของแผนยุทธศาสตร์ภายใต้แผนพัฒนาอำเภอเมืองลพบุรี และ 2) เพื่อประเมินและเสนอแนะทางเลือกเชิงยุทธศาสตร์ที่เหมาะสมสำหรับแผนพัฒนาอำเภอเมืองลพบุรี โดยกำหนดทางเลือกเชิงยุทธศาสตร์ ได้แก่ ทางเลือกที่ 1 ไม่นำยุทธศาสตร์การพัฒนาอำเภอเมืองลพบุรีไปดำเนินการในพื้นที่และประเมินผลกระทบจากการดำเนินการ ทางเลือกที่ 2 นำยุทธศาสตร์การพัฒนาอำเภอเมืองลพบุรีไปดำเนินการในพื้นที่ (พ.ศ. 2557 – 2560) ไปดำเนินการในพื้นที่บางยุทธศาสตร์และประเมินผลกระทบจากการดำเนินการ ทางเลือกที่ 3 นำยุทธศาสตร์การพัฒนาอำเภอเมืองลพบุรีไปดำเนินการในพื้นที่ (พ.ศ. 2561 – 2565) ไปดำเนินการในพื้นที่บางยุทธศาสตร์และประเมินผลกระทบจากการดำเนินการ และทางเลือกที่ 4 นำยุทธศาสตร์การพัฒนาอำเภอเมืองลพบุรีไปดำเนินการในพื้นที่ทั้งหมด และประเมินผลกระทบจากการดำเนินการ โดยการเปรียบเทียบทางเลือกเชิงยุทธศาสตร์ทั้ง 4 ทางเลือก ผลการศึกษาพบว่า ทางเลือกที่ 4 การนำยุทธศาสตร์การพัฒนาอำเภอเมืองลพบุรีไปดำเนินการในพื้นที่ทั้งหมด และประเมินผลกระทบจากการดำเนินการ เป็นทางเลือกที่มีความเหมาะสมต่อการพัฒนาอำเภอเมืองลพบุรี จังหวัดลพบุรี และมีผลกระทบด้านลบที่เกิดขึ้นต่อสังคมและสิ่งแวดล้อมที่ไม่รุนแรง มาตรการที่สำคัญในการป้องกันและบรรเทาผลกระทบที่เกิดขึ้น 1) เตรียมความพร้อมและมาตรการสนับสนุนช่วยเหลือผู้ประกอบการในพื้นที่ 2) การควบคุมดูแลและจัดระเบียบแรงงาน และ 3) การเฝ้าระวังติดตาม และตรวจสอบคุณภาพสิ่งแวดล้อม

ShutterstockThe objectives of this research were 1) to study and analyze the gaps in the strategic plan under the Muang Lopburi district development plan and 2) to assess and suggest appropriate strategic alternatives for the Muang Lopburi district development plan. By specifying strategic alternatives, namely, alternative 1 does not apply the Muang Lopburi district development strategy to operate in the area and assess the impact of the operation. Alternative 2 implements the strategy for the development of Mueang Lopburi district to operate in the area (2014 - 2017) to implement some strategies and assess the impact of the operation. Alternative 3 implements the strategy for the development of Mueang Lopburi district to operate in the area (2018 - 2022) to operate in some strategic areas and assess the impact of the operation and Alternative 4 brings the strategy to develop Mueang Lopburi district to operate in all areas. And assess the impact of the operation by comparing the four strategic alternatives, the results of the study revealed that Option 4, the implementation of the Muang Lopburi district development strategy to operate in all areas and assess the impact of the operation, is an alternative that is suitable for the development of Lopburi district, Lopburi and has a negative impact on society and the environment that is not severe. Important measures to prevent and mitigate impacts: 1) Prepare and support measures to help entrepreneurs in the area, 2) Supervise and organize labor, and 3) Surveillance and follow up and monitor environmental quality.
