การจัดการโรงเรียนกีฬาจังหวัดยะลา

Abstract

การจัดการโรงเรียนกีฬาจังหวัดยะลามีวัตถุประสงค์เพื่อศึกษาสภาพปัจจุบันและปัญหาในการจัดการโรงเรียนกีฬาจังหวัดยะลาเพื่อศึกษาแนวทางการจัดการโรงเรียนกีฬาจังหวัดยะลาที่เหมาะสมซึ่งเป็นการวิจัยเชิงผสานวิธี ได้ใช้กรอบแนวคิดการบริหารจัดการ ใน 4 ด้าน คือ 1) การวางแผน 2) การจัดการองค์กร 3) การนำ 4) การควบคุมซึ่งผู้วิจัยแบ่งการเก็บข้อมูลออกเป็น 2 ขั้นตอนคือ ขั้นตอนที่ 1 ศึกษาสภาพปัจจุบันและปัญหาในการจัดการโรงเรียนกีฬาจังหวัดยะลา โดยเก็บข้อมูลใน 2 กลุ่มกลุ่มที่ 1ใช้แบบสอบถามกับนักเรียนและผู้ปกครองของนักเรียนที่กำลังการศึกษาอยู่ในปี 2557 ศิษย์เก่าที่จบการศึกษาจากโรงเรียนกีฬาจังหวัดยะลาและผู้ปกครองของศิษย์เก่าที่จบการศึกษาในปีการศึกษา 2554-2556 จำนวน 400 คนกลุ่มที่ 2 ใช้แบบสัมภาษณ์กับผู้บริหาร ครู ผู้ฝึกสอนกีฬาและบุคลากรจำนวน 12 คน ขั้นตอนที่ 2 ศึกษาแนวทางในการจัดการโรงเรียนกีฬาในจังหวัดยะลาเก็บข้อมูลโดยนำผลสรุปของสภาพปัจจุบันและปัญหาจากขั้นตอนที่ 1 นำเสนอและสัมภาษณ์ผู้เชี่ยวชาญ จำนวน 10 คน ผลการวิจัยพบว่าสภาพปัจจุบันและปัญหาของโรงเรียนกีฬาจังหวัดยะลาตามโครงสร้างการบริหารงานใน 3 ฝ่ายมีดังนี้ 1.) ฝ่ายบริหารพบว่าระดับความพึงพอใจโดยภาพรวมอยู่ในระดับปานกลาง และมีปัญหาเกี่ยวกับความปลอดภัยใน การเดินทางของบุคลากร 2.) ฝ่ายวิชาการพบว่าระดับความพึงพอใจโดยภาพรวมอยู่ในระดับปานกลาง และมีปัญหาเกี่ยวกับบุคลากรมีปริมาณงานจำนวนมากทำให้ไม่มีเวลาจัดกิจกรรมด้านอื่นๆ 3.) ฝ่ายพัฒนากีฬาพบว่าระดับความพึงพอใจโดยภาพรวมอยู่ในระดับปานกลางและมีปัญหาเกี่ยวกับอุปกรณ์การฝึกซ้อมไม่เพียงพอส่วนผลสรุปเกี่ยวกับแนวทางในการจัดการโรงเรียนกีฬาจังหวัดยะลา ตามกรอบแนวคิดในการวิจัย 4 ด้านดังนี้ ด้านการวางแผนควรมีการประชุมและพูดคุยอย่างมีส่วนร่วมโดยเปิดโอกาสให้ทุกฝ่ายที่เกี่ยวข้องแสดงความคิดเห็น ด้านการจัดการองค์กรควรมีการปรับโครงสร้างการบริหารงานในองค์กรให้มีการบริหารในแนวราบ และมีการแบ่งบทบาทหน้าที่ในการปฏิบัติงานอย่างเหมาะสมตามความสามารถของบุคลากรด้านการนำผู้บริหารควรนำศาสตร์ด้านภาวะผู้นำและปฏิบัติตนตามวิสัยทัศน์ของผู้นำ และด้านการควบคุมผู้บริหารมีการกำหนดมาตรฐานของการปฏิบัติงานอย่างชัดเจน และมีการติดตาม ประเมินผลอย่างใกล้ชิดและต่อเนื่องสำหรับข้อเสนอแนะในการวิจัยครั้งนี้ คือ ด้านนโยบาย ผู้บริหารควรสร้างการมีส่วนร่วม มีการกระจายอำนาจ ใช้กลยุทธ์การสื่อสารองค์กรและแรงจูงใจ ส่วน ด้านปฏิบัติ สถานศึกษาควรจัดประชุม อบรม สัมมนา และจัดกิจกรรมเสริมสร้างความสัมพันธ์ให้กับทุกฝ่ายที่เกี่ยวข้อง และมีการปรับปรุง พัฒนา การทำงานให้มีคุณภาพและมีมาตรฐาน

The management of Yala sports school study had the following objectives; 1) to study the current conditions and the problems in the management of Yala sports school and 2) to study the management guideline of the school. The study was a mixed method design under a management framework of 4 aspects 1) Planning 2) Organizing 3) Leading 4) Controlling. The researcher collected data in 2 procedures: 1) To study the current conditions and the problems of management, data was collected from two groups using questionnaire for the students and the parents of 2014. The first group was composed of 400 graduated students who graduated in 2012 to 2014. The other questionnaire was given to 12 administrators, these included teachers, the sport trainers and the other personnel, this was the second group. 2) Other data were collected by taking the result of the current conditions and the problems from the first procedure presented in the interviewing of 10 experts. The result of this research showed that the current conditions and the problems of the school within the administrative structure consisting of 3 departments were as follows: 1) The administrative department overall the level of satisfaction was average and had problems in the safety of personnel's expedition. 2) The academic department's overall level of satisfaction was average and had problems of too much quantity of work which made the personnel not to have time for arranging the other activities. 3) The sports development department's overall level of satisfaction was average, and had problems of insufficient training equipment. The result of the guideline of management based on the 4 aspects in the conceptual framework was as follows: The planning aspect should have meetings participation in conversation by everyone and be encouraged by giving a chance to every department to give ideas. The organization aspect should adjust the administrative structure in order to allow horizontal management and to allocate the right job to the right competency of each personnel. The leadership aspect should bring in the leadership knowledge and by following the leadership's vision. The controlling aspect showed that leadership should clearly define the standard of operation, follow and closely assess it continuously. It is suggested that of the policy aspect, the administrator should build participation, decentralization, use communication and the motivation strategy. For practicing, the school should set up meetings, training, seminars and activities that build relationships among the departments, in order to improve, develop to the best quality and a train a high standard of work.
