The quality improvement of teenager information and counseling center in central Kalimantan province, Indonesia : a multi-case study

dc.description.abstractAdolescent pregnancy has become a major problem in many developing countries. Previous studies have indicated a strong relationship between education and adolescent pregnancy incidents. According to Indonesia Population Census in 2010, Central Kalimantan was the province with the highest Age Specific Fertility Rate (ASFR) for the 15-19 years' age group. Reproductive Health Education (RHE) in Indonesia is delivered through many pathways, and Teenager Information and Counseling Center (TICC) is one of them. Some researchers signified that TICC was underutilized, whereas some schools showed excellent performance in provincial TICC competition. The objectives of this study were to study the quality improvement of TICC schools after implementing quality improvement technique, and to explore the supportive and obstacle factors of TICC schools. In this study, the researcher investigated quality improvement of the two best schools practicing TICC and implementing quality improvement technique in Central Kalimantan Province using lessons learned technique and a multi-case study. Observation, in-depth interview and focus group discussion were employed for gathering data. The findings showed that TICC in both awarding schools had partially conducted activities in accordance with TICC guideline of the National Population and Family Planning Board of Indonesia (BKKBN); however, the schools did not fully follow the TICC guideline. The TICC schools achieved quality improvement using the basic quality improvement technique, namely Plan-Do-Study-Act (PDSA) cycle. Furthermore, the results showed that supportive factors of TICC were good administration, work of the committees, support from outside, and facilities while obstacle factors included human resource's problem, limited knowledge about TICC, and less support from stakeholders. Therefore, it is suggested that more collaborations be created among the Ministry of Education, public health sector, and BKKBN to address and solve the complex teenager problems such as pregnancy, juvenile delinquency and so on. Moreover, BKKBN should monitor TICC schools regularly to be able to solve the problems on time. Lastly, TICC schools should continue applying quality improvement technique
