A study of efficiency and effectiveness of integrated urban passenger transportation : a case of mass transit system service in Bangkok

Abstract

The objective of this qualitative research was for the improvement of the efficiency and effectiveness of the mass transit system in Bangkok. Mixed methods were used, and data were collected from the users of BTS, MRT, and ARL 1,290 and were analyzed using factor analysis and multiple regression. The results found that each route showed that the service quality, transfer, and integration affected the efficiency and effectiveness differently. The in-depth interviews and focused group meetings used Nvivo12 program. The results revealed that the informants emphasized the service quality, transfer, and integration affected the efficiency and effectiveness differently. It is suggested that each route should develop service quality, transfer and integration for the efficiency and effectiveness of the integrated mass transit system services in Bangkok. Also, it must have a central government agency that should develop service quality, transfer and integrated criteria through co-planning, codesigning, and implementing of the public services with the related agencies of mass transit system in Bangkok in accordance with the interests of the users.

การวิจัยนี้มีวัตถุประสงค์เพื่อนำเสนอข้อเสนอแนะแนวทางการพัฒนาประสิทธิภาพและประสิทธิผลการบริการระบบรถไฟฟ้าขนส่งมวลชนในเขตกรุงเทพมหานครในเชิงปฏิบัติใช้ระเบียบวิธีวิจัยแบบผสมผสาน ในส่วนของการวิจัยเชิงปริมาณเก็บข้อมูลจากผู้ใช้บริการระบบขนส่งมวลชนกรุงเทพ (BTS) รถไฟฟ้ามหานครสายเฉลิมรัชมงคล (MRT) และระบบขนส่งทางรถไฟเชื่อมท่าอากาศยานสุวรรณภูมิ (ARL) รวม 1,290 คน เพื่อวิเคราะห์องค์ประกอบ และการถดถอยพหุ ผลการวิจัยพบว่า แต่ละเส้นทางมีองค์ประกอบด้านคุณภาพการบริการ การเปลี่ยนถ่าย และการบูรณาการแตกต่างกัน และปัจจัยที่มีอิทธิพลต่อประสิทธิภาพและประสิทธิผลมีความแตกต่างกัน ส่วนการวิจัยเชิงคุณภาพใช้การสัมภาษณ์เชิงลึก และ การประชุมกลุ่มย่อย โดยผู้ให้ข้อมูลสำคัญจำนวน 19 คน โดยใช้โปรแกรม Nvivo12 ผลการวิจัยพบว่า ผู้ให้ข้อมูลสำคัญได้ให้ความสำคัญกับปัจจัย ด้านคุณภาพการบริการ การเปลี่ยนถ่าย และการบูรณาการแตกต่างกัน และปัจจัยที่มีอิทธิพลต่อประสิทธิภาพและประสิทธิผลแตกต่างกัน ข้อเสนอแนะที่ได้จากการศึกษาคือ แต่ละเส้นทางควรพัฒนาปัจจัยด้านคุณภาพการบริการการเปลี่ยนถ่าย และการบูรณาการเพื่อให้การบริการระบบรถไฟฟ้าขนส่งมวลชนในเขตกรุงเทพมหานครมีประสิทธิภาพและประสิทธิผล โดยจะต้องมีหน่วยงานภาครัฐที่เป็นหน่วยงานกลางที่มุ่งเน้นการบูรณาการและการเปลี่ยนถ่ายระหว่างโครงการเพื่อให้การบริการระบบรถไฟฟ้าขนส่งมวลชนในเขตกรุงเทพมหานครมีความสอดคล้อง และเป็นอันหนึ่งอันเดียวกัน
