สมรรถนะประจำตำแหน่งของนักพัฒนาสังคม กรุงเทพมหานคร

Abstract

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อ 1) เพื่อค้นหาสมรรถนะประจำตำแหน่งและพฤติกรรมบ่งชี้ที่เหมาะสมกับตำแหน่ง นักพัฒนาสังคมของกรุงเทพมหานคร 2) เพื่อเปรียบเทียบ ระดับความคาดหวังและระดับความเป็นจริงของสมรรถนะหลัก สมรรถนะประจำกลุ่มงานสมรรถนะประจำตำแหน่ง ของนักพัฒนาสังคมของกรุงเทพมหานคร โดยมีกลุ่มผู้ให้ข้อมูลสำคัญ สำหรับการสัมภาษณ์เชิงลึกและสนทนากลุ่ม คือ ผู้อำนวยการสำนักพัฒนาสังคม รองผู้อำนวยการสำนักพัฒนาสังคม และนักพัฒนาสังคมที่ผลงานดีเด่น มีกลุ่มตัวอย่างในการตอบแบบสอบถาม คือ นักพัฒนาสังคมของกรุงเทพมหานคร จำนวน 118 คน โดยมีสถิติที่ใช้ในการวิเคราะห์ ได้แก่ Paired- Sample T Test ผลการวิจัยพบว่า 1. สมรรถนะประจำตำแหน่งของนักพัฒนาสังคมกรุงเทพมหานครได้แก่ 1) ความรู้ด้านเทคโนโลยีสารสนเทศ 2) ความรู้เกี่ยวกับกฎระเบียบและกฎหมายในการปฏิบัติงาน 3) ความรู้เกี่ยวกับหลักการพัฒนาหรือบริหารชุมชน 4) การทำงานเป็นทีม 5) การสื่อสาร 6) การแก้ไขปัญหาเฉพาะหน้า 7) ภาวะผู้นำ 8) การควบคุมอารมณ์ 9) การปรับตัวต่อสถานการณ์ 2. สมรรถนะหลัก สมรรถนะประจำกลุ่มงาน สมรรถนะประจำตำแหน่ง ในปัจจุบันแตกต่างกับค่าเฉลี่ยของสมรรถนะหลัก สมรรถนะประจำ กลุ่มงาน สมรรถนะประจำตำแหน่งตามความคาดหวังของนักพัฒนาสังคมของกรุงเทพมหานครอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05

The objectives of this research were 1) to find the Specific functional competencies and behavioral indicators of social developers in Bangkok, and 2) to compare the expected level and reality level of core competencies, functional competencies, and specific functional competencies of social developers in Bangkok. In order to collect data, in-depth interviews and group interview were conducted with the director of Social Development Department, the deputy director of Social Development Department, and excellent performance social developer; moreover, questionnaires were distributed to 118 social developers in Bangkok. Paired - Sample T-Test statistic was used for data analysis. The results showed 1) Work competencies and behavioral indicators of social developers in Bangkok are as follow: information technology knowledge, discipline and operation of law knowledge, principle of community development or community management knowledge, team work, communication, immediate problem solving skill, leadership skill, emotions control, and situation adaptation. 2) At present, the reality level of core competencies, functional competencies, and specific functional competencies are different from the expected level in Bangkok, core competencies, functional competencies, and specific functional competencies with a statistical significant level of 0.05
