การประเมินผลการบริการสุขภาพช่องปากในเด็กวัยเรียน อำเภอเลาขวัญ จังหวัดกาญจนบุรี

Abstract

ฝ่ายทันตสาธารณสุข โรงพยาบาลเลาขวัญ ได้ดำเนินโครงการจัดบริการทันตกรรมในกลุ่มเด็กวัยเรียนอย่างต่อเนื่องตั้งแต่ปี 2550 แต่ไม่เคยมีการประเมินผลการดำเนินงานอย่างเป็นระบบ การศึกษานี้มีวัตถุประสงค์เพื่อประเมินผลการให้บริการสุขภาพช่องปากในเด็กวัยเรียน อำเภอเลาขวัญ จังหวัดกาญจนบุรี เก็บข้อมูลโดยใช้แบบสอบถามกับนักเรียนชั้นประถมศึกษาปีที่ 4-6 ในโรงเรียนของรัฐจำนวน 365 คน และการสัมภาษณ์กับผู้รับผิดชอบโครงการ ทันตบุคลากร ผู้อำนวยการโรงเรียน และครูอนามัย การวิเคราะห์ข้อมูลใช้สถิติเชิงพรรณนาและการสรุปประเด็นและแปลความ ผลการศึกษาพบว่า ปัจจัยนำเข้า ได้แก่ จำนวนทันตบุคลากรและงบประมาณ มีเพียงพอต่อการปฏิบัติงาน ปัจจัยกระบวนการ ทันตบุคลากรให้ความสำคัญกับด้านการรักษา และครูอนามัยเห็นว่าการดูแลสุขภาพช่องปากของนักเรียนเป็นหน้าที่ของทันตบุคลากร ปัจจัยผลผลิต พบว่าผลผลิตของโครงการฯ บรรลุตามเป้าหมายตามตัวชี้วัดของกระทรวงสาธารณสุข ปัจจัยผลลัพธ์พบว่า ความรู้ด้านสุขภาพช่องปากและพฤติกรรมการดูแลสุขภาพช่องปากของนักเรียนอยู่ในระดับปานกลาง ขณะที่พฤติกรรมการบริโภคอาหารอยู่ในระดับควรปรับปรุง การนำผลของสารนิพนธ์ไปใช้ หน่วยงานด้านทันตสาธารณสุขควรจัดให้มีการประเมินผลโครงการทุกปีงบประมาณ เพื่อให้ผู้ที่เกี่ยวข้องทราบถึงปัจจัยที่มีข้อจำกัดหรือมีข้อบกพร่อง เพื่อปรับปรุงแนวทางการดำเนินงาน รวมถึงการปรับเปลี่ยนทัศนคติและกลยุทธ์ของผู้ที่เกี่ยวข้อง เพื่อก่อให้เกิดการปรับสิ่งแวดล้อมด้านสุขภาพที่เอื้อให้เกิดการเปลี่ยนแปลงพฤติกรรมสุขภาพช่องปากของนักเรียนที่ดีอย่างยั่งยืน

The Lao Khwan dental service program for school-age children has been ongoing since 2007, but program performance has never been evaluated systematically. The purpose of this study was to evaluate the effectiveness of oral health services among school-age children in Lao Khwan District, Kanchanaburi Province. Data were collected using questionnaires with 365 students (Grades 4-6) who study in public schools, including interviews with the project manager, dental personnel, school directors, and health teachers. Data analysis was performed using descriptive statistics, summarizing, and interpreting. The study found each factor as follows: (1) Input factor: there was sufficiency in both dental healthcare personnel and budgets for program services; (2) Process factor: dental healthcare personnel mainly focused on treatments, and health teachers recognized that students’ oral health was the dentists’ responsibility; (3) Output factor: dental workers reached the government’s goals; and (4) Outcome factor: health knowledge and cleaning behavior scores of students were fair, but eating habit scores should be improved. IMPLICATION OF THE THEMATIC PAPER: The dental public health department should provide a program assessment every fiscal year to remind the relevant parties to be aware of limiting or flawed factors, to improve program guidelines, and to calibrate their attitudes and strategies, leading to the improvement of the health environment which encourages sustainable changes in students' oral health behaviors.
