แนวทางการพัฒนาประสิทธิภาพการจัดเก็บข้อมูลการดำเนินงานของวิทยาลัยวิทยาศาสตร์ และเทคโนโลยีการกีฬา มหาวิทยาลัยมหิดล

Abstract

การวิจัยครั้งนี้มีจุดมุ่งหมาย 1) เพื่อศึกษาสภาพการดำเนินงานจัดเก็บข้อมูลผลการดำเนินงานของวิทยาลัยวิทยาศาสตร์และเทคโนโลยีการกีฬา 2) เพื่อศึกษาความสัมพันธ์ ระหว่ างสภาพการดำเนินงานฯ ที่มีผลต อประสิทธิภาพการจัดเก็บข้อมูลการดำเนินงาน และ 3) เพื่อนำเสนอแนวทางการพัฒนาการจัดเก็บข้อมูลการดำเนินงานที่มีประสิทธิภาพสอดคล้ องกับความต้ องการของผู้ บริหารวิทยาลัย ฯ เพื่อการพัฒนาและขับเคลื่อนยุทธศาสตร์ ของวิทยาลัยฯ โดยใช้ วิธีการวิจัยแบบผสมผสาน ด้ วยวิธีการวิจัยเชิงปริมาณ จัดเก็บแบบสอบถามกับบุคลากรที่ปฏิบัติหน้าที่เก็บข อมูลการดำเนินงาน จำนวน 20 คน และวิธีการวิจัยเชิงคุณภาพ สัมภาษณ์ เชิงลึก รองคณบดี ประธานหลักสูตร และหัวหน้างาน จำนวน 14 คน พร้อมมีการวิเคราะห์ ข้อมูลโดยโปรแกรมสำเร็จรูป SPSS สถิติที่ใช้ค่าเฉลี่ย ร้ อยละ ส่วนเบี่ยงเบนมาตรฐาน และค่าสัมประสิทธิสหสัมพันธ์ อย่างง่ายของเพียร์ สัน ผลการวิจัยพบว่า 1.การประเมินสภาพการจัดเก็บข้อมูลดำเนินงานของวิทยาลัย ฯ ทั้ง 3 ด้าน ได้ แก่ ด้านการนำเข้าข้ อมูล ด้านการประมวลผลข้อมูล และด้านการนำข้อมูลไปใช้ ในภาพรวม อยู่ ในระดับมาก (Χ= 3.58, S.D. =0.73 ความคิดเห็นการจัดเก็บข้อมูลดำเนินงานตามประสิทธิภาพการจัดเก็บข้อมูล ทั้ง 3 ด้าน ประกอบด้วย ด้านค่าใช้จ่ายหรือต้นทุนการผลิต ด้านกระบวนการบริหาร และด้านผลลัพธ์ อยู่ ในระดับมาก (Χ=3.71,S.D.=0.73) 2.ความสัมพันธ์ ระหว่างสภาพการจัดเก็บข้อมูลและประสิทธิภาพการจัดเก็บข้อมูลของวิทยาลัย ฯ พบว่ามีความสัมพันธ์ทางบวก ในระดับสูงมาก (r=0.916) อย่างมีนัยสำคัญที่ระดับ 0.01 และ 3.แนวทางการพัฒนาการจัดเก็บข้อมูลการดำเนินงานที่มีประสิทธิภาพสอดคล้องกับความต้องการของผู้บริหารวิทยาลัย ฯ พบว่า 1) ควรสนับสนุนงบประมาณจัดหาเทคโนโลยีสารสนเทศบริหารจัดการฐานข้อมูลยืดหยุ นตามสถานการณ์ 2) พัฒนาระบบเทคโนโลยีสารสนเทศแบบบูรณาการข้อมูลระหว่างหน่วยงานและออกแบบระบบฐานข้อมูลจากล างขึ้นบน 3) ควรกำหนดผู้รับผิดชอบการออกแบบฐานข้อมูล และพัฒนาความรู้แก่ ผู้ บริหารฐานข้อมูลและบริหารข้อมูล ผู้วิเคราะห์ ระบบและเขียนโปรแกรม และผู้ใช้ระบบ 4) สื่อสารสร้างความเข้าใจให้ บุคลากรมีส่วนร่วมและเห็นความสำคัญในการพัฒนาระบบเทคโนโลยีสารสนเทศโดยใช้ข้อมูลจริง

This research aimed to 1) study the operational data storage condition of College of Sports Science and Technology, 2) study correlation between the operational data storage condition and the operational data storage efficiency, and 3) propose the guidelines on improvement in the operational data storage efficiency responding to needs of the executives of College of Sports Science and Technology for developing and carrying out the strategies of College of Sports Science and Technology. The mixed methods research consisted of the quantitative research and the qualitative research. As for the quantitative research, the researcher collected the questionnaires from 20 staffs collecting the operational data. As for the qualitative research, the researcher made in-depth interview with 14 persons consisting of Deputy Dean, curriculum chairpersons, and chiefs. Data were analyzed by SPSS consisting of mean, percentage, standard deviation, and Pearson's product moment correlation coefficient. The research results were as follows: 1. According to assessment of the operational data storage condition of College of Sports Science and Technology, the researcher found that data input, data processing, and data use was at a high level (Χ= 3.58, S.D.=0.73). As for the opinions on the operational data storage according to data storage efficiency, the researcher found that production cost, management process, and outcomes were at a high level (Χ=3.71,S.D.=0.73). 2. Positive correlation between data storage condition and data storage efficiency of College of Sports Science and Technology was very high (r = 0.916) at the significant level of 0.01. 3. The guidelines on improvement in the operational data storage efficiency responding to the needs of the executives of College of Sports Science and Technology are as follows; 1) The agency should support the budget for providing the information technology on flexible database management. 2) The agency should develop the information technology system on the agency data integration and carry out the bottom-up design of database system. 3) The agency should assign database design to responsible staffs and develop knowledge of data and database administrators, programmer analysts, and system users. 4).The agency should encourage staffs to participate and see the importance of information technology system development (Management by Fact).
