A study of the monitoring practice required to improve Thailand's immigration foreign residency process

Abstract

Nowadays, people try to cut and make every process to simple and easy. By doing so, this does not only provide convenience for user but also reduce cost and easier to manage in the organisation. The existing residence registration process is not simple for foreigners or the person who are relevant to use and needs an improvement. Thus, this research aimed to study the process to find an opportunity to improve by using cause and effect analysis tools. The immigration process that considered in this research are arrival/departure card (TM.6), Change of address (TM.27), Notification of staying in province for over 24 hours (TM.28), Notification of residence for foreigners (TM.30), Notification of staying in the kingdom (TM.47). The Lean thinking concept and digital KYC is selected to improve processes and present as a proposed process. By discussing with experts, the proposed solution is able to implement and replace the existing system. This proposed process help immigration track residence more simply and increase accuracy on authentication process.

การลดขั้นตอนพร้อมทั้งปรับปรุงระบบการทำงานให้มีความเรียบง่ายและไม่ซับซ้อน ในปัจจุบันถือเป็นสิ่งที่สำคัญในการดำเนินธุรกิจและบริหารองค์กรให้ประสบความสำเร็จเนื่องจาก การลดในสิ่งที่ซับซ้อนออกจากระบบจะทำให้ผู้ใช้งานมีความสะดวกมากยิ่งขึ้นอีกทั้งยังเป็นการลด ต้นทุนขององค์กรให้ลดลงได้ด้วย ซึ่งระบบการจัดการชาวต่างชาติในด้านที่พักอาศัยขั้นตอนการ ทำงานรวมถึงระบบออนไลน์ที่มีอยู่นั้นกล่าวได้ว่ามีความซับซ้อนในการใช้งานและไม่เอื้ออำนวย ให้กับชาวต่างชาติหรือบุคคลที่เกี่ยวข้องในการใช้ระบบการลงทะเบียนที่พักนี้ ดังนั้นงานวิจัยชิ้นนี้ จึงมีจุดประสงค์ในการศึกษาขั้นตอนการลงทะเบียนที่พักชาวต่างชาติในรูปแบบต่าง ๆ เพื่อหา แนวทางในการแก้ปัญหาโดยนำเครื่องมือการวิเคราะห์ข้อมูล cause and effect analysis กระบวนการ การแจ้งที่พักที่นำมาพิจารณาในงานวิจัยชิ้นนี้ประกอบไปด้วย บัตรขาเข้า (ตม.6) การแจ้งเปลี่ยนที่ พักกรณีเข้าพักไม่ตรงกับที่อยู่ใน ตม.6 (ตม.27) การแจ้งที่พักกรณีพักอาศัยนอกจังหวัดเกิน 24 ชั่วโมง (ตม.28) การแจ้งที่พักอาศัยชาวต่างชาติ (ตม.30) และการรายงานที่อยู่ 90 วัน (ตม.47) โดย แนวทางการแก้ปัญหาที่เสนอขึ้นในงานวิจัยเล่มนี้นั้น Lean ได้นำมาใช้รวมกับการทำ digital KYC เพื่อทำให้กระบวนลดความซับซ้อน ง่ายต่อการใช้งานและเพิ่มความถูกต้องในระบบการยืนยัน ตัวตน ซึ่งจากการประเมินโดยผู้เชี่ยวชาญที่เกี่ยวข้องระบบมีความเป็นไปได้ในการใช้งานจริง ตอบโจทย์ผู้ใช้งานและตรงจุดประสงค์ของการเก็บข้อมูลรวมถึงสามารถใช้งานได้ง่ายขึ้นและระบบมี ความปลอดภัยมากยิ่งขึ้น
