Design of business and information architecture for oil and gas business licensing

Abstract

The oil and gas are the most important resource and energy for living, especially the fuel for transportation and electricity production. To ensure that the oil and gas, the energy support daily life with sufficient, safety and quality, the oil and gas supplier must perform in accordance with the fuel control law by the licensing. The current condition and procedure of fuel business licensing have complexity, several forms and many government authorities provide licensing services separately. It is difficult to interconnect and collect data for statistical purpose in the energy business statistic. To reduce and manage the complexity, this research proposed the design of partial enterprise architecture based on TOGAF (The Open Group Architecture Framework). The scope of this qualitative research was based on the oil and gas business licensing and it used three phases of TOGAF, namely, the architecture vision (phase A), the business architecture (phase B), and the information architecture (phase C). The in-depth interview was conducted in the preliminary and evaluation steps to ensure the validity of the conceptual architectural design.

น้ำมันเชื้อเพลิงเป็นทรัพยากรด้านพลังงานที่สำคัญสำหรับการดำเนินชีวิต โดยเฉพาะด้านการขนส่งและการผลิตกระแสไฟฟ้า เพื่อให้มั่นใจว่าผู้บริโภคจะมีพลังงานใช้อย่างเพียงพอ ปลอดภัยและมีคุณภาพ ผู้ผลิตหรือจัดหาน้ำมันเชื้อเพลิงต้องประกอบกิจการอยู่ภายใต้กฎหมายกำหนดโดยการออกใบอนุญาตประกอบกิจการน้ำมันเชื้อเพลิง ปัจจุบันเงื่อนไข ขั้นตอนของการออกใบอนุญาตมีความซับซ้อน แบบฟอร์มหลากหลายรูปแบบ ผู้ออกใบอนุญาตกระจายอยู่ในพื้นที่ต่าง ๆ และต้องสอดคล้องกับลักษณะกิจการที่หลากหลาย จึงเป็นเรื่องยากที่จะเชื่อมโยงสื่อสารข้อมูลระหว่างกัน ซึ่งไม่เอื้ออำนวยต่อการเก็บรวบรวมข้อมูลทางสถิติธุรกิจพลังงานที่ครบถ้วนได้ เพื่อจัดการและลดความซับซ้อนดังกล่าว งานวิจัยนี้จึงนำเสนอบางส่วนของสถาปัตยกรรมองค์กร (Enterprise Architecture) ของระบบการออกใบอนุญาตประกอบกิจการน้ำมันเชื้อเพลิง ซึ่งออกแบบตามขั้นตอนของ TOGAF (The Open Group Architecture Framework) เฉพาะส่วนของ Architecture vision (phase A) Business architecture (phase B) และ Information architecture (phase C) โดยมีการสัมภาษณ์เชิงลึกเพื่อเตรียมการขั้นตอนและประเมินผลเพื่อให้มั่นใจในความถูกต้องของการออกแบบสถาปัตยกรรม
