การศึกษาแนวทางการจัดสวัสดิการสังคมที่สอดคล้องกับความต้องการของผู้สูงอายุในเขตสัมพันธวงศ์ กรุงเทพมหานคร

Abstract

การศึกษาแนวทางการจัดสวัสดิการสังคมที่สอดคล้องกับความต้องการของผู้สูงอายุ ในเขตสัมพันธวงศ์ กรุงเทพมหานคร มีวัตถุประสงค์ เพื่อศึกษาและเปรียบเทียบความต้องการสวัสดิการ ของผู้สูงอายุ จำแนกตามปัจจัยส่วนบุคคล และเพื่อศึกษาแนวทางการจัดสวัสดิการให้เป็นไปตามความต้องการของผู้สูงอายุ ซึ่งเป็นการวิจัยแบบผสมผสาน โดยมีกลุ่มตัวอย่างคือประชากรผู้สูงอายุในเขตสัมพันธวงศ์ จำนวน 377 คน และผู้ให้ข้อมูล คือหัวหน้าและเจ้าหน้าที่ผู้ปฏิบัติงานด้านพัฒนาชุมชนและสวัสดิการสังคมของสำนักงานเขตสัมพันธวงศ์ เครื่องมือที่ใช้ในการวิจัยคือแบบสอบถามและแบบสัมภาษณ์ ผลการศึกษาพบว่า ผู้สูงอายุในเขตสัมพันธวงศ์ มีความต้องการสวัสดิการสังคมของผู้สูงอายุโดยรวมอยู่ในระดับมาก ด้านที่มีความต้องการมากที่สุดคือ ด้านการศึกษาและการฝึกอบรม รองลงมา ด้านสุขภาพอนามัย ด้านนันทนาการ และด้านการมีรายได้และการมีงานทำน้อยที่สุดคือ ด้านที่พักอาศัย การเปรียบเทียบความต้องการสวัสดิการสังคมของผู้สูงอายุ จำแนกตาม เพศ อายุ สถานภาพระดับการศึกษา อาชีพ รายได้เฉลี่ยต่อเดือน และที่พักอาศัย พบว่า ผู้สูงอายุที่มีอายุ ระดับการศึกษา อาชีพ และรายได้เฉลี่ยต่อเดือนต่างกัน มีความต้องการสวัสดิการสังคมแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 และแนวทางการ จัดสวัสดิการให้เป็นไปตามความต้องการของผู้สูงอายุดังนี้ 1) ควรส่งเสริมสนับสนุนให้มีการประกาศข่าวสาร เสียงตามสายภายในพื้นที่ชุมชน 2) ควรจัดบริการให้มีการปรึกษาแนะนำเรื่องปรับปรุงที่พักอาศัยสำหรับผู้สูงอายุ 3) ควรประชาสัมพันธ์ให้คนในชุมชนรู้จักโครงการต่าง ๆ ที่สามารถเพิ่มจำนวนอาสาสมัครดูแลผู้สูงอายุ ในแต่ละชุมชน ให้ชุมชนมีส่วนร่วมดูแลช่วยเหลือผู้สูงอายุ 4) ควรจัดหาพื้นที่สาหรับสร้างสวนสาธารณะ สนามกีฬาสำหรับออกกำลังกายและพักผ่อน 5) ควรจัดให้มีบริการด้านสุขภาพอนามัยแบบเคลื่อนที่ แบบไม่เสียค่าใช้จ่ายออกไปให้บริการแก่ผู้สูงอายุถึงชุมชนอย่างต่อเนื่อง

A Study of Social Welfare Provision Guidelines Relating to the Needs of the Elderly in Samphanthawong District, Bangkok aimed to study and compare the needs of the elderly classified by personal factors, and to study of social welfare provision guidelines relating to the needs of the elderly. This research is a mixed methods research, with 377 elderly people in Samphanthawong District and the informants are the chief and staff of community development and social welfare workers of the Samphanthawong District Office. The research instruments were questionnaires and interview forms. The results showed that the elderly in Samphanthawong area needed social welfare of the elderly in the high level. The aspects that needed the most were education and training, followed by health, recreation, and income, and employment, and the least aspect is the accommodation. This study compared the needs of social welfares needs of the elderly classified by gender, age, status, education, occupation, average monthly income, and accommodation found that the elderly with different age, education, occupation, and average monthly income have different social welfare needs at the statistical level of 0.05. This study suggests that The guidelines for welfare arrangements should be in accordance with the needs of the elderly as follows: 1) Promoting audio line news announcements within the community areas.2) Providing services for counselling on housing improvements for the elderly. 3) should publicize to the people in the community to know various projects that can increase the number of volunteers to take care of the elderly in each community, let the community participate, help and care for the elderly. 4) The area for public parks, sports fields for exercise, and rest should be provided. 5) Mobile health services should be provided free of charge to continuously provide services to the elderly to the community.
